Les activités du gouvernement tsariste à l’Extrême-Orient après avoir perdu la guerre de Japon et l’avis sur les parties politiques - les membres de Duma D’Etat vis-à-elle constituent l’essentiel de cet article. La préface contient une courte introduction à l’histoire de l’expansion russe à l’Extrèma-Orienl, finie par une défaite dans la guerre des années 1904-1905 et de la paix à Portsmouth. Ensuite on a présenté des activités russes menant à normaliser et à améliorer les rapports avec le Japon (les traites des années 1907, 1910 et 1912) et en plus la politique envers la Chine dans les années 1911-1912. On a aussi présenté le rapport des groupements politiques face aux démarches cités du gouvernement et leurs certaines conceptions à propos de la politique de l’Extrême-Orient. Les conclusions terminales montrent le soutien des groupements politiques pour la politique extérieure du gouvernement. En plus on a souligné que le soutien cité ci-dé-ssus a été prêté, malgré les conceptions différentes de mener et d’atteindre les buts de la politique extérieure.

The article presents an outline of forming the legal grounds for the operation of Russian consular missions (Consular rules, Commercial rules, Consular fees) during the rule of the last five Romanovs. The number, kinds and locations of consular missions were also presented. In addition, the work points out to factors which decided about relocation, liquidation or opening of new missions (economic activity of Russian subjects, popularisation of foreign travel among the Russian society, formation of new countries). The article also refers to the organisational subordination of consular missions to the respective central organs of the Ministry of Foreign Affairs.

W artykule ukazano w zarysie powstawanie podstaw prawnych funkcjonowania rosyjskich przedstawicielstw konsularnych (Regulamin konsularny, Regulamin handlowy, Taryfa opłat konsularnych) w latach panowania ostatnich pięciu Romanowów. Przedstawiono także rozmieszczenie, liczbę i rodzaje placówek konsularnych. Ponadto zwrócono uwagę na czynniki wpływające na zmianę ich ulokowania oraz na ich likwidację bądź utworzenie (działalność gospodarcza poddanych rosyjskich, upowszechnienie się wyjazdów zagranicznych wśród społeczeństwa rosyjskiego, powstawanie nowych państw). Wskazano również na podległość organizacyjną przedstawicielstw konsularnych właściwym organom centralnym Ministerstwa Spraw Zagranicznych.

To aim of article is an attempt to answer a question, whether they can be regarded as a good source of information to investigate Russia’s foreign policy in these years. The introduction conteins a short history of Russian parliamentarism from the beginning of the 20th century. Special attention is given to elections to the 3rd Duma and its party com position. Next, taken each session into account, the meetings are presented, when Russian foreign policy was discused. Then, the speeches of ministers of foreign affairs Aleksander Izwolski and his successor Sergiusz Sazonow are analized. Also, the speeches of deputies are considered in which they were presenting their attitude to information given to them by ministers of foreign affairs. The conclusion contains opinions on usefulness of the shorthands as a source to investigate Russian foreign policy. They seem to be a valuable material, but they requise completion with other documents. They present the main directions of Russian foreign policy, but they lack a discussion of concrete interstate treaties. Some repercussions only can be found in the speeches of deputies. Thanks to these speeches it is possible to determine the opinions of parties seated in the Duma.
