Główny celem badawczym pracy jest weryfikacja założenia, że sposób przeprowadzenia zmiany Konstytucji Hiszpanii w 2011 r. oznaczał odejście od obowiązującej przez ponad 40 lat politycznej zasady włączania w ten proces wszystkich partii posiadających swoją reprezentację w Kortezach Generalnych. Wskazane zostanie również, jakie zakłócenia w zakresie funkcjonowania hiszpańskiego systemu politycznego mogą być konsekwencją przeprowadzenia owej procedury. Wybranym do analizy materiałem źródłowym są hiszpańskie dzienniki urzędowe oraz materiały prasowe z 2011 r. Badanie przeprowadzone zostało przy zastosowaniu analizy instytucjonalno-prawnej, a także metody porównawczej.

The paper’s main research aim is to verify the assumption that the way the Spanish Constitution was amended in 2011 means a rupture with the over 40-year-old political principle of including all parties represented in the Cortes Generales in this process. It is also indicated what disruptions it might cause in the operation of the Spanish political system. The source material selected for analysis consists of Spanish official journals and press from 2011. The applied research methods are the legal-institutional analysis and the comparative approach.

The problem of the world’s globalization is one of the most important issues of the academic discussion in the very beginning of the 21st century. It is because of the significant influence of decisions, taken at the international level of political decision making, for the political situation in many states in the world. But at the same time one can observe that in parallel to the process of globalization, the process of regionalization develops, in particular in Europe. It means that political units, smaller than the state, seek for new ideas and strive for the new political position. In this context the Spanish case appears to be a very interesting one. This state, with its strong historical tradition, related with the respect of the central power to the regional customs and privileges, has come up against the mandatory centralization at the time of gen. Franco’s authoritarian regime. Take away of rights to the autonomous political decision making of the peripheric and specific regions has caused serious tensions between them and the political center. For this reason one of the most important problems of the democratic transition in 1970s and 1980s was the problem of the state decentralization. Spanish political elites have decided to introduce the model of the regional state. Thus, the main aim of this article is to show the present effects of the political decisions, taken to resolve this problem more than thirty years ago.

The analyis of the impact of European integration on ethnoregionalist parties in Europe has up until now received very little scholarly attention in Poland. For this reason the main aim of the presented paper is the analysis of the role of ethnoregionalist parties in the political decision-making process at the level of the region, the state and of the unified Europe. The most important question is weather this group of non-state-wide parties should be seen like the opportunity or menace for the unified Europe.

Głównym celem badawczym opracowania jest znalezienie odpowiedzi na pytanie: jakie są główne założenia reformy politycznej, dotyczące zmiany hiszpańskiej konstytucji z 1978 r., proponowanej przez Hiszpańską Socjalistyczną Partię Robotniczą (Partido Socialista Obrero Español – PSOE)? Badanie zostało przeprowadzone przy zastosowaniu metody analizy jakościowej danych, na wybranych aktach prawnych oraz dokumentach partyjnych PSOE. Ramy czasowe badania zostały wyznaczone na lata 2004–2021. Cezurę początkową uzasadnia wyborcze zwycięstwo PSOE w 2004 r. Natomiast cezurę końcową wyznaczają obrady 40 Kongresu PSOE, przeprowadzonego między 15 i 17 października 2021 r. w Walencji.

The main research objective of the study is to find an answer to the question: what are the main assumptions of the political reform proposed by the Spanish Socialist Workers’ Party (Partido Socialista Obrero Español – PSOE) regarding the amendment of the Spanish constitution of 1978? The study was carried out by implementation of the method of qualitative data analysis and regarded selected legal acts and PSOE party documents. The time frame of the study was set for the years 2004–2021. The initial caesura is justified by the electoral victory of PSOE at 2004. The final turning point is marked by the debates of the 40th PSOE Congress, held between October 15 and 17, 2021 in Valencia.

Współzależność między gospodarką a polityką jest szczególnie widoczna podczas kryzysów gospodarczych. Przedmiotem badań, które stały się podstawą do przygotowania artykułu, jest wpływ kryzysu gospodarczego w Hiszpanii po 2008 roku na działanie jej systemu politycznego. Natomiast głównym celem badawczym jest odpowiedź na pytanie, który czynnik w największym stopniu wpłynął na funkcjonowanie badanego systemu politycznego. Autorzy zakładają, że była to nowelizacja art. 135 konstytucji państwa. Teoretyczną ramę badania stanowią opracowania dotyczące relacji między gospodarką a polityką. Badania empiryczne oparto na analizie zmian sytuacji gospodarczej Hiszpanii po 2008 roku oraz na analizie ewolucji hiszpańskiego systemu politycznego. Uzyskane wnioski mogą być przydatne w kontekście wpływu zmian spowodowanych pandemią SARS-CoV-2 oraz wojną w Ukrainie na sytuację gospodarczą kraju.

The interdependence between the economy and politics is particularly visible during economic crises. The subject of research is the impact of the economic crisis in Spain after 2008 on its political system. And the main aim is to answer the question: what factor had the most important impact on the functioning of the state’s political system. Authors assume that it was the amendment of the Art. 135 of the state constitution. The theoretical framework of the study is the output on the relationship between the economy and politics. The empirical research was based on the analysis of changes in the economic situation in Spain after 2008, and on the analysis of the evolution of the Spanish political system. Obtained results may be useful in the context of the impact of changes in the economic situation caused by the SARS-CoV-2 pandemic and the war in Ukraine.

Publikacja obejmuje problem prezydenckich przedterminowych wyborów samorządowych w Rudzie Śląskiej, przeprowadzonych we wrześniu 2022 r. Jako tło dla przedstawienia głównego problemu badawczego, artykuł odwołuje się do innych lokalnych wyborów prezydenckich, które odbyły się po 2018 r. Głównym celem analizy jest weryfikacja hipotezy badawczej, która zakłada, że przedterminowe wybory prezydentów miast, przeprowadzone w Polsce po 2018 r., potwierdzają, iż zastosowanie zasady wyborów bezpośrednich faworyzuje kandydatów niezależnych od partii ogólnopaństwowych. Materiał źródłowy dla przeprowadzonych prac badawczych stanowiły głównie dokumenty Państwowej Komisji Wyborczej, a także polskie akty prawne, dotyczące samorządowych procesów wyborczych. Autorki zbadały wybrane źródła przy pomocy metody analizy treści. Aby osiągnąć przyjęty cel badawczy, wyniki uzyskane dla poszczególnych elekcji zostały finalnie porównane.

The paper concerns the subject of the early mayoral elections at the town level in Ruda Śląska, held in September 2022. As a background for the presentation of the central case, the article refers to other earlier mayoral elections held in the same term (after the elections of 2018). The main aim of the analysis is to verify the research hypothesis that early elections of town mayors, held in Poland after 2018, confirm that application of the principle of direct elections favors candidates independent of state-wide parties. The source material for the research consisted mainly of documents of the National Electoral Commission, as well as Polish legal acts related to local electoral processes. The authors have investigated selected sources using the content analysis method. To achieve the research aim, results for particular elections were compared.
