The empirical research carried out allowed for a verification of the hypothesis concerning the impact of the level of socio-economic development in the region and the type of commune (gmina, i.e. the smallest unit of administration in Poland, rendered into English as commune, can be either municipal or rural) on the forms of management of public services applied in the communes and town councils. The purpose of the study is to identify the conditions for implementing the new forms and methods of management in the sphere of public services. The analysis was carried out on the basis of the data from all communes and town councils seated in the district towns of Podlachian and Kuyavian-Pomeranian Voivodeships in Poland. The analysis involved the conditions of effective character, taking into account the changes in defining effectiveness in different concepts of public management. According to the results of the study, the local authorities in a region with higher level of socio-economic development incorporate the process of developing the management of public services as one of the multiple criteria of effectiveness in public services.

Przeprowadzone badania empiryczne umożliwiły weryfikację hipotezy o wpływie poziomu rozwoju społeczno-gospodarczego regionu i typu gminy na stosowane w urzędach miast i gmin formy zarządzania usługami publicznymi. Celem opracowania jest identyfikacja uwarunkowań wdrażania nowych metod i form zarządzania w obszarze usług publicznych. Analizę przeprowadzono na podstawie danych obejmujących wszystkie urzędy miast i gmin mające siedzibę w miastach powiatowych województw podlaskiego i kujawsko-pomorskiego. Analizą objęto uwarunkowania o charakterze efektywnościowym, uwzględniając zmiany w definiowaniu efektywności w różnych koncepcjach zarządzania publicznego. Uzyskane wyniki badań wskazują, że władze lokalne w regionie o wyższym poziomie rozwoju społeczno-gospodarczego uwzględniają głównie kryteria efektywności wielokryterialnej w procesie rozwoju zarządzania usługami publicznymi.
