The paper focuses on the problem of the defi nition of regional and urban resilience, how to measure them, and how to evaluate the signifi cance of these categories in the regional studies. The analysis was carried out taking into account the structural and functional conditions of the regions and cities. In this article the author discusses the conditions and factors facilitating the strengthening of the adaptability of the regional economy and urban, with regard to the principles of evolutionary economic geography. The aim of the paper is to present the possibilities of application of the concept of regional and urban resilience to recent analyzes of regional development, with particular emphasis on evolutionary approach. The author applied the descriptive method and the comparative method. The analyzes are based on literature studies. Individualized study of social, economic and spatial structures of various spatial units, taking into account their resilience, can provide valuable information on the processes of adaptation of regions and cities and thus favorable conditions for their resistance, recovery, re-orientation and renewal.

This paper presents a new tool for the EU cohesion policy 2014-2020 − Integrated Territorial Investments. This tool, in support of sustainable urban development, should lead to the strengthening of cooperation between local self-governments, and especially to motivate them to solve problems together and to maximize the use of common assets of the area. This article attempts to assess ex ante the impact of the proposed solution for the local economies and the regional economy using the example of Wrocław Functional Area.

Celem artykułu jest omówienie lokalizacji inwestycji mieszkaniowych w przestrzeni województwa dolnośląskiego, ze szczególnym uwzględnieniem miast i ich stref podmiejskich, a także ocena możliwego ich wpływu na zmniejszanie dysproporcji przestrzennych w rozwoju regionu. Badaniem objęto województwo dolnośląskie, a szczególnie miasta wiodące w zakresie lokalizacji inwestycji mieszkaniowych. Okres badawczy to lata 2011-2017. W artykule wskazano zależności i sprzężenia zwrotne pomiędzy lokalizacją inwestycji mieszkaniowych a wzrostem i rozwojem społeczno-gospodarczym.

The purpose of the paper is to present the locations of housing investments in Lower Silesia province, with a special consideration for cities/towns and suburban areas, and to evaluate their potential impact on reducing spatial disproportions in the region development. The study covers the territory of Lower Silesia province, especially cities/towns which are leading for housing investments locations. The research period is 2011-2017. The paper presents the relations and feedbacks between a housing investment location and the social and economic development and growth.

Evolutionary economic geography became popular in the late 1990s. The study has developed on the basis of evolutionary economics, which has achieved greater success in explaining phenomena in the microeconomic than in the macroeconomic sphere and it has had non-spatial character. Evolutionary economic geography is an alternative in economic geography and regional planning for static or pseudo-dynamic research. Supporters of evolutionary economic geography, by criticizing among others New Economic Geography by P. Krugman, conduct research with the use of generalized Darwinism, path dependence and complexity theory. In this paper the author discusses the basic approach and assumptions of evolutionary economic geography and its application in regional economy, especially as an answer to the search for ways out of the economic crisis of regions and cities.

The aim of the paper is to discuss the arrangement of the existing and new high-rise buildings in Wrocław, as well as to determine the impact of their location on spatial order. The author uses a descriptive method, simple statistical methods, a deductive method and empirical inference. The subject of the research is Wrocław, with special attention to high-rise objects location. The basic research covers the period of 2010-2017. The question of planning and building high-rise objects was discussed in Wrocław studies of conditions and directions of spatial development (2010 and 2017). As the recent years reveal, the number of very high buildings in Wrocław is not on the rise. However, Wrocław is prepared for their arrival.

The aim of this paper is to assess the position of Lower Silesian Voivodeship compared to other regions of western Poland and identify potential opportunities to improve its competitiveness through the participation in this initiative. Apart from Lower Silesia, the concept of western Polish macro- -region involved Lubuskie, Opolskie, Wielkopolskie and Zachodniopomorskie Voivodeships. This initiative is so called bottom-up, emerging from regional self-governed authorities. It is to contribute to the ease of obtaining external assistance for the implementation of joint projects and to strengthen cooperation and consequently to enhance the competitiveness and attractiveness of the macro-region in terms of international dimension.

The aim of this paper is to determine the specificity and importance of Wrocław-Śródmieście (the important part of Wrocław, the former district) in the economy of Wrocław and its prospects for development, taking into account strengths and weaknesses. The object of this research is the statistical unit of Wrocław defined by the boundaries of the former district − Wrocław-Śródmieście. The research covers the period (as the availability of statistical data) for the years 2009-2015. The author used a descriptive method, simple statistical methods, an analysis of literature and source documents, a deductive method and an empirical inference.

Nadrzędnym celem artykułu jest przedstawienie i omówienie wyników badania ankietowego na temat bezpieczeństwa na przejściach dla pieszych w opinii kierowców. Ponadto integralną część publikacji stanowi ocena tego bezpieczeństwa w kontekście poprawy jakości życia oraz omówienie możliwych innowacyjnych rozwiązań, w szczególności w zakresie modernizacji oświetlenia przejść dla pieszych. Obiektem badań jest bezpieczeństwo pieszych na przejściach w Polsce w miastach i na terenach podmiejskich. Okres badawczy to lata 2019-2020. Metody zastosowane do badania to: metoda opisowa, proste metody statystyczne oraz technika badania ankietowego. Wypadki z udziałem pieszych są znacznie bardziej niebezpieczne w obszarze niezabudowanym (wyższa śmiertelność). Odpowiednie oświetlenie dróg, w szczególności przejść dla pieszych, znacząco zwiększa bezpieczeństwo na drogach. Nie bez znaczenia jest kolor oświetlenia oraz jego intensywność i zmienność, które mogą ostrzegać o pieszych wchodzących na jezdnię.

The main aim of the article is to discuss the results of a survey among car drivers regarding safety at pedestrian crossings. An integral part of the paper was the assessment of that safety in the context of improvements in the public's quality of life, complete with presentation of the innovative approaches, particularly those involving the modernization of lighting solutions adopted for the purpose. The study put emphasis on pedestrian safety in municipal and suburban areas in Poland, based on data obtained for the period 2019-2020, for which the following methods were employed: descriptive method, simple statistical methods, questionnaire survey. Traffic incidents involving pedestrians are decidedly more fatal in non-urbanized areas – higher mortality. The proper lighting of roads, particularly pedestrian crossings, significantly contributes to the increase of public safety in traffic,of special importance is the effective choice of light colour, intensity, and oscillation (pulse).

The article aims to provide an introductory discussion and assessment of the changes in the attractiveness of residential real estate, including its availability, in Polish cities in the second decade of the 21st century. The research subject is all of Poland’s cities, with particular emphasis on a few selected ones. The research period is 2010-2020. The study analyzed, from various perspectives, changes in the condition and quality of the housing stock (comparative analysis), changes in housing accessibility (traditional approach, income method), and changes in the quality of the real estate and its surroundings (case study method). The study results show that the residential attractiveness of real estate in Polish cities analyzed broadly, is increasing. At the same time, considering the examined issue as a feature of the real estate’s surroundings, the housing attractiveness decreases in particular conditions, such as the rapid density of buildings.

Celem artykułu jest wstępne omówienie i ocena zmian w zakresie atrakcyjności nieruchomości mieszkaniowych, w tym ich dostępności, jakie zaszły w polskich miastach w drugiej dekadzie XXI w. Przedmiotem badań są wszystkie miasta w Polsce, ze szczególnym uwzględnieniem kilku wybranych. Okres badawczy to lata 2010-2020. W badaniu przeanalizowano, w różnych ujęciach, zmiany stanu i jakości zasobu mieszkaniowego (analiza porównawcza), zmiany w zakresie dostępności mieszkaniowej (podejście tradycyjne, metoda dochodowa) oraz zmiany w zakresie jakości nieruchomości i ich otoczenia (metoda studium przypadku). Wyniki badania pokazują, że atrakcyjność mieszkaniowa nieruchomości w polskich miastach, analizowana w szerokim ujęciu, co do zasady wzrasta. Jednocześnie, rozpatrując badane zagadnienie jako cechy otoczenia nieruchomości, wskazano, że w szczególnych warunkach, takich jak np. gwałtowne zagęszczanie zabudowy, następuje obniżenie atrakcyjności nieruchomości mieszkaniowych.

The aim of the article is to present the results of the research involving identifying tourist attractiveness of selected small towns in Lower Silesia as well as comparing its level to the level of tourist function’s development in these towns. The study covered 10 out of 72 small towns in Lower Silesia. The study was based on data from 2014 to 2017. The authors use a two-dimensional indicator of the tourist function, they construct a synthetic indicator of tourist attractiveness, and then they compare obtained results for the analyzed small towns. The study demonstrates that tourist attractiveness of a small town depends on tourist values which were studied, but not just. According to the authors, the level of tourist flows is influenced additionally by: the attractiveness of the environment, tourists’ habits, information and marketing activities of specific towns and enterprises offering tourist-recreation accommodation and other tourist attractions, the state of the transport infrastructure and the quality of public transport links. The research procedure was conducted with use of descriptive methods, quantitative methods and graphics methods.

Celem artykułu jest identyfikacja i ocena kierunków zmian w zagospodarowaniu przestrzeni miejskiej w Polsce pod kątem jej zazieleniania i „odbetonowania”, jak również sformułowanie wstępnych rekomendacji w tym zakresie. Obiektem badań są wybrane polskie miasta: Warszawa, Kraków, Wrocław, Gdańsk, Katowice i Lublin. Podstawowe metody wykorzystane w badaniu to analiza literatury i materiałów źródłowych, analiza porównawcza oraz studium przypadku. W wyniku przeprowadzonego badania wyodrębniono trzy odmienne grupy działań podejmowanych w polskich miastach w celu walki z „betonozą”. Stwierdzono także, że pozostaje jeszcze duże pole do poszerzania tych działań, zarówno w zakresie narzędzi, jak i obszarów przestrzeni miejskiej objętych zmianami. Na koniec zaproponowano rekomendacje, które mogą ułatwić zaplanowanie i przeprowadzenie procesu „odbetonowania” i zazieleniania polskich miast.

The purpose of the paper was to identify and assess the directions of changes in the development of urban space in Poland in terms of greening and 'de-concreting' ('decementification'), as well as to formulate preliminary recommendations in this regard. The research selected the following Polish cities: Warsaw, Kraków, Wrocław, Gdańsk, Katowice, and Lublin. The primary methods used in the study were literature and source materials analysis, comparative analysis, and case study. As a result, three different groups of actions taken in Polish cities to fight 'concretosis' (cementification) were identified. It was also found that there is still a lot of scope for expanding these actions, both in terms of tools and areas of urban space affected by changes. Finally, the authors proposed recommendations that may facilitate Polish city planning, 'de-concreting', and greening.
