Jednym z pierwszych dokumentów przyjętych przez nowe władze na Ukrainie w następstwie Rewolucji Godności w 2014 r. była nowa koncepcja reformy samorządu i organizacji władz terytorialnej na Ukrainie. Zarówno dany dokument, jak i oficjalne deklaracje czołowych polityków dotyczące konieczności wzmocnienia pozycji obywateli ukraińskich w procesie decyzyjnym i kształtowaniu ich lokalnych społeczności, doprowadziły do pozytywnych oczekiwań dotyczących transformacji samorządu na Ukrainie. W związku z powyższym, w artykule poruszono kwestię podstaw prawnych określających funkcjonowanie społeczeństwa obywatelskiego na Ukrainie z akcentem na głównych próbach przeprowadzenia reformy, a także na głównych rezultatach realizowanych działań. Ponadto nacisk kładzie się na obecny stan współpracy między aktorami społecznymi i politycznymi oraz na charakterystykę udziału społeczeństwa obywatelskiego w procesie decyzyjnym dotyczącym decentralizacji i reformy samorządu na Ukrainie.

One of the first laws adopted by the new political leadership in Ukraine in the aftermath of the Revolution of Dignity in 2014 was the new concept of local governance reform and the organization of territorial authority in Ukraine. The aforementioned law, as well as official declarations by top politicians on the necessity of empowering Ukrainian citizens to take part in the decision-making process and shape their local communities, led to positive expectations regarding the transformation of local governance in Ukraine. Therefore, this article addresses the issue of the legal basis framing the functioning of civil society in Ukraine, focusing on major attempts to conduct reform and on the main outcomes of implemented actions. Additionally, emphasis is placed on the current state of cooperation between social and political actors, and the trends in civil participation in the decision-making process regarding decentralization and local governance reform in Ukraine.

The article focuses on the prospects for the development of the relations between the European Union and Ukraine. Special attention is paid to the existing trends in the cooperation, the question of the EU in the declarations and programmes of key politicians, as well as system changes in Ukraine. In addition, an attempt is made to explain selected events and decisions affecting the EU-Ukraine relations, with special emphasis on the prospects for their development in the context of the provisions contained in the Association Agreement and in the light of the 2019 parliamentary and presidential elections in Ukraine.

Artykuł skupia się na analizie perspektyw rozwoju stosunków Ukrainy z Unią Europejską. Szczególną uwagę poświęcono omówieniu istniejących trendów współpracy, kwestii UE w deklaracjach i programach kluczowych aktorów politycznych na Ukrainie, jak również podsumowaniu zachodzących tam zmian systemowych. Podjęto również próbę wyjaśnienia wybranych wydarzeń i decyzji mających wpływ na kształt stosunków na linii UE-Ukraina ze szczególnym uwzględnieniem perspektyw ich rozwoju w kontekście ustaleń zawartych w umowie stowarzyszeniowej oraz w świetle wyborów parlamentarnych i prezydenckich z 2019 roku.

The main purpose of the article is to analyze the transformation of the leadership style of the main institutions of the European Union (European Council, European Commission, European Parliament) and its impact on EU activities undertaken in the field of revision of the EU’s eastern policy, which took place in the aftermath of Russia’s illegal full-scale attack on Ukraine on February 24, 2022. In connection with the above, special attention was paid to discussing the Ukrainian issue as a factor directly affecting the change in the position of the main European political actors (both individual and collective) towards the role of the EU as a structural force in the Eastern Partnership region. In addition, emphasis is placed on the main issues affecting the effectiveness of democratization processes in Ukraine after the 2019 parliamentary and presidential elections. Another task is to assess the activities undertaken by EU institutions to support the Europeanization processes in Ukraine and to present possible directions of cooperation in the post-war period.

Głównym celem artykułu jest analiza transformacji stylu przywództwa głównych instytucji Unii Europejskiej (Rady Europejskiej, Komisji Europejskiej, Parlamentu Europejskiego) i jego wpływu na działania unijne, podejmowane w zakresie rewizji polityki wschodniej UE, do których doszło w następstwie nielegalnego pełnowymiarowego ataku Rosji na Ukrainę w dniu 24 lutego 2022 roku. W związku z powyższym szczególną uwagę poświęcono omówieniu kwestii ukraińskiej jako czynnika bezpośrednio wpływającego na zmianę pozycji głównych politycznych aktorów europejskich (zarówno indywidualnych, jak i zbiorowych) wobec roli UE jako siły strukturalnej w regionie Partnerstwa Wschodniego. Ponadto nacisk jest położony na główne kwestie wpływające na skuteczność procesów demokratyzacji w Ukrainie po wyborach parlamentarnych i prezydenckich 2019 roku. Kolejnym zadaniem jest ocena działań podejmowanych przez instytucje unijne w celu wsparcia procesów europeizacji w Ukrainie oraz przedstawienia możliwych kierunków współpracy w okresie post wojennym.
