In the times of constantly developing informatization providing access to law by the state is not only a standard obligation, but is also seen as one of the essential conditions of the effective law-making. This obligation is fulfilled by the state (in particular by the government) through electronic journals of laws, publication of uniform texts of legal acts, providing access to all information available in legislative proceedings or providing information on the effects of the judgments rendered by the Constitutional Tribunal. Simultaneously, efforts are being made to provide persons with disabilities with this information in a convenient form

Dostęp do informacji publicznej stanowi po stronie obywatela konstytucyjne prawo, zaś po stronie władz publicznych obowiązek umożliwienia jego najpełniejszej realizacji. Przepisy Konstytucji Rzeczypospolitej Polskiej zawierają normy, które te postulaty realizują, jednakże przy ich interpretacji nasuwa się wiele wątpliwości. Dlatego też celem niniejszego opracowania jest wskazanie tych wątpliwości i próba ich racjonalnej, zgodnej z zamierzeniem ustrojodawcy, interpretacji.

The access to public information creates a constitutional right for the citizens, but at the same time it creates the duty for the public authorities to allow its realisation to the greatest extent. The Polish Constitution involves legal norms which meet these requirements, however, doubts arise as to their interpretation. Therefore, the main aim of this paper is to identify these doubts and to aim at their reasonable interpretation, which at the same time would be parallel to the will of the legislator of the con- stitutional system.
