The main instrument support structural transformation, economic and social conditions in agriculture and processing of agricultural products in the programming period, financed from EU funds is “Rural Development Programme 2007–2013“ (RDP 2007–2013). This program includes activities designed to support up or develop non-agricultural activities in rural areas. One of them is the effect of 311 – “Diversification into non-agricultural activities“. As part of this program in Wielkopolska, five calls for proposals. There were differences in the activity of producers in the system of districts participating in the action 311. Most active in obtaining EU funds in Wielkopolska were farmers from the districts of Kalisz and Poznań (from 499 to 386 applications). The maximum aid in the form of disbursement of the funds received from the county district beneficiaries: Kalisz, Poznań, Gostyń, Krotoszyn, Konin, Ostrów, Środa, Ostrzeszów, Gniezno and Wolsztyn. Average value (zł) support granted for 1 Greater farm under Measure 311 RDP 2007–2013 amounted to 5 439 zł.

Celem artykułu była analiza aktywności producentów rolnych w Polsce realizujących działanie 132 „Uczestnictwo rolników w systemach jakości żywności” w latach 2009-2011, w ramach PROW 2007-2013. Na poziomie wspólnotowym do uznanych systemów jakości żywności zalicza się takie, jak: Gwarantowana Tradycyjna Specjalność, Chroniona Nazwa Pochodzenia, Chronione Oznaczenie Geograficzne i Produkcja ekologiczna. Na poziomie krajowym w ramach uznanych systemów wymienia się: Integrowanąprodukcję, Jakość-Tradycja, Quality Meat Program, Pork Quality System i Quality Assurances for Food Products. W Polsce w latach 2009-2011 przyjęto 31 795 wniosków producentów rolnych ubiegających się o pomoc w ramach wybranych systemów jakości włączonych do działania 132. Wystąpiły różnice w aktywności rolników w układzie województw. Pomoc udzielana producentom rolnym starającym się o wdrożenie systemu miała różne postacie, przy czym jej wielkość zależała od systemu, w jakim uczestniczyli. Najczęściej producenci ubiegali się o pomoc w ramach Produkcji ekologicznej i Integrowanej produkcji. Brak było zainteresowania takimi systemami, jak: Gwarantowana Tradycyjna Specjalność oraz Jakość-Tradycja.

The purpose of the article was to analyse the activities of Polish farmers in program 132 Participation of farmers in food quality systems in 2009 to 2011. At European level, food quality schemes include Traditional Speciality Guaranteed, Protected Designation of Origin, Protected Geographical Indication and Organic production. On the national level, the accepted system are as follows: Integrated production, Quality - Tradition, Quality Meat Program, Pork Quality System and Quality Assurances for Food Products. In Poland 31 795 applications were submitted by farmers under the schemes included in the 132nd in 2009-2011. There were differences in terms of farmers’ activity by the regions. The subsidies provided to the farmers had different forms, but the amount of subsidy depended on the system in which they participated. Majority of farmers applied for Integrated Manufacturing and Organic production. There was no interest in Traditional Speciality Guaranteed and Quality-Tradition.

The amendment to the Agricultural System Act raises many legal controversies. Critical remarks regarding legal solutions covered by the Act are related with the exclusion of entities other than individual farmers from the catalogue of the acquirers of agricultural lands. It must be emphasized that the proposed solution has resulted in a sudden drop of interest in agricultural real estate, and consequently in the decrease of their value. In literature, it is underlined that the implemented changes limit the trade of agricultural real estate and unfavorably influence the structure of agricultural system in Poland. The intention of the lawmaker was not to hinder the sales of agricultural land, but to exclude the excessive concentration of lands. Undertaking an attempt to analyze the amendment to the Agricultural System Act, the authors present their deliberations regarding the changes within acquisition of connected with the sale of agricultural real estate. The whole article presents a thorough analysis of the subject matter, as well as de lege lata and de lege ferenda postulates.
