Research objective: The aim of the article is to analyse selected sociological theories of legitimation. The research objective is to provide an answer to the question about the meanings and functions of legitimation in the process of the discursive construction of social order. The research problems and methods: Legitimation is analysed in the text both as a concept describing a specific state of social reality (static approach) and as a discursive strategy in which language plays a dominant role (dynamic approach). The main research method used in the text is a content analysis of selected sociological concepts of legitimation. The process of argumentation: The first part presents the meaning of legitimation in a static approach, which depends on the theoretical paradigm used. The second part presents an analysis of the interactionist-phenomenological concept of legitimation, which reveals its basic function as an element within the construction of social order. In the third part, legitimation is analyzed in a dynamic approach, as a discursive strategy that can significantly complement the diverse conglomerate of discourse theory. The conclusion emphasizes the role of legitimation in a situation of uncertainty and social crises. Research results: The study of the process of legitimation as an element responsible for the stability of the constructed social order is important especially in situations of community crisis, The most appropriate area for testing legitimation is discourse, and the research material would include articulations, meanings and language. Conclusions, innovations, and recommendations: Deepening the meaning of legitimation in sociological theories can contribute to their easier and fuller use in the study of specific research materials. This can contribute not only to a better understanding of sociological theories, but also deepen knowledge about the mechanisms that govern society.

The aim of the article is a multi-level analysis of the strategic management system of development policy in Poland, with particular emphasis on the challenges faced, and recommendations concerning its improvement. The article consists of eight parts: an introduction (definition of the development policy management system and the concept of strategy), an historical outline (the formation of development policy in Poland after 1990), the institutional context (an indication of the main actors of development policy in Poland), the legal basis (an overview of the key regulations on which the Polish system of development strategies is based), strategic documents (analysis of the major strategic guidelines and development strategies: national and sectoral), and the implementation instruments (mainly programmes: operational, long-term and provincial). In the penultimate section, I present 10 challenges facing the Polish system of development policy management, together with recommendations, which will allow these challenges to be faced.

Celem artykułu jest wielopoziomowa analiza systemu strategicznego zarządzania polityką rozwoju w Polsce ze szczególnym uwzględnieniem wyzwań, przed którymi stoi, oraz rekomendacji w zakresie jego usprawnienia. Artykuł składa się z ośmiu części: wprowadzenia (zdefiniowanie systemu zarządzania polityką rozwoju i pojęcia strategii), rysu historycznego (formowanie się polityki rozwoju w Polsce po roku 1990), kontekstu instytucjonalnego (wskazanie na głównych aktorów polityki rozwoju w Polsce), podstaw prawnych (omówienie najważniejszych regulacji, na których opiera się polski system strategii rozwoju), dokumentów strategicznych (analiza najważniejszych wytycznych strategicznych oraz właściwych strategii rozwoju: ogólnopolskich i sektorowych) oraz instrumentów wdrożeniowych (głównie programów operacyjnych, wieloletnich i wojewódzkich). W przedostatniej części, poprzedzającej zakończenie, przedstawiono 10 wyzwań, przed jakimi stoi polski system zarządzania polityką rozwoju, wraz z rekomendacjami, które pozwolą na stawienie im czoła.

The subject matter of the present issue of “Horizons of Politics” focuses on the problem that in Poland public and academic debate does not have a long history, although it concerns matters undertaken within many disciplines: the social and political sciences, administration and management. The actions of public policy have only recently been treated by the institutions of the central and territorial government as a distinct field of knowledge and practice – increasing the likelihood that they are recognized as a spontaneous mobilization in order to access external funding rather than the result of well-considered strategy based on reliable data. Strengthening public policies in proven concepts of policy and rational management techniques can increase the effectiveness of interventions undertaken by the state, the main beneficiary of which is the state itself, but – above all – the society which the state has to serve. Public policies feed on the problems of society; they are a response to the needs and voicesof citizens. Contemporary collective problems are characterized mainly by their growing complexity. They cannot be solved solely by producing pervasive draft laws or regulations. Public policies today need chiefly two modifications: on the one hand devolution of powers – the increased participation of stakeholders (NGOs, universities, think tanks etc.) during both the deliberation and evaluation of particular interventions; and on the other hand streamlining – the use of information management tools, both in the form of competent analytical teams and operational databases (evidence-based policy). The devolution of powers within public policies will look at the social problems being faced by those concerned, while streamlining will enable its effective and adequate resolution. A comprehensive response to the need for devolution and the streamlining of public policies leads to the idea of governance that balances the share of state and society in the process of public management. One of the underrated features of the New Public Management is its horizontal orientation, which• requires public policies to be recognized in the broader context of the strategic management of a country, region, province, municipality etc. of development,• allows the hooking-up of elements of public policies at differentstages of their design, implementation and evaluation,• improves the coordination between the different public policiesactors of unequal institutional strength and usually dissimilarinterests. In the world of politics that is increasingly characterized by haste and the superficiality of enforced changes, often serving the state rather than the public, knowledge of public policy (policy studies) can act as a gyrocompass. This navigational device, which stabilizes the course of ships and aircraft, may be an apt metaphor for describing the principle of public policies. They should be insensitive to the interferences of the political field, and should always point to socio-economic rather than the administrative-legal pole; they should also be characterized by the absence of oscillations during the governmental change. Public policies as gyrocompasses have limitations as well: they depend on a limited supply of expert knowledge, they need peace and time to be established properly, and, finally, they are as complicated as the problems that need to be solved. We hope that the articles included in this “Horizons of Politics” volume will contribute not only to the examination of public policies as devices for stabilizing their implementation, but also as a tool indicating the direction that is worth following.
