Scientific capabilities accommodated in the Academy of Sciences of Ukraine (NAS) have had traditional priority in basic research. In contrast to the NAS, the higher school in Ukraine has had less favorable conditions for it. A burning problem for the Ukrainian higher school is its dissociation from the research process, which downgrades quality and competitiveness of the higher education in Ukraine. This problem can be solved through extensive integration of the Academy science and education. Analysis of the effort in the Ukrainian higher school in 90s shows that it was focused on seeking for effective forms of integration with the Academy, to bridge the gap between research teams from the Academy and higher school, by setting up the required legal and institutional framework. The integration was encouraged by a series of legal documents: the Agreement (1994) and the Resolution (1995) on Cooperation between the NAS of Ukraine and the Ministry of Education, President's Decree of on reforming the higher education in Ukraine (1995) etc. A series of integration forms that followed included agreements on science & technology cooperation between the NAS and HEEs, creation of research entities of double subordination (to the NAS and the Ministry of Education), joint laboratories, departments and research units within HEEs, joint research teams, science & education & production complexes at HEEs, regional science & technology programs for economic development. Also, a series of joint proposals for reforming the Ukrainian science have been put forward.

The scientific potential and the research activities at Kyiv T.G.Shevchenko National University, which is a classical university and a research university (the ''research' status assigned in 2008), in 1996-1007 are evaluated. A short description of the University history beginning with 1994, when it was assigned the national university status, is given. The role and contributions of the University research is shown with respect to the students' training and the development of the Ukrainian economy, science and education. Data are given about numbers of students, specialties, the share of the University's research staff in the Ukrainian total, the number of academic schools, academicians of the NAS of Ukraine engaged in the University research, the publication activity, University research financing, the thematic plan of research by financing source, the performance and significance of the University post-graduate course (especially in view of the need to compensate for ageing of the University staff by recruiting post-graduates), international cooperation. The conclusion is made that, in spite of heavy losses, Ukraine still have high-performing HEEs capable to search for and develop new ideas and technologies, one of which is the Kyiv T.G.Shevchenko National University. It could not only pass through the crisis, but to keep its personnel and performance in R&D and lecturing, and avoid reductions of students.
