The article describes different manpower sources being utilized by The Mining-Power Industrial Complex at Bełchatów. The analysis covers the period of 1974-1985 and was conducted in two stages. In the first stage there was presented the desirable target qualifications - professional structure (1985) in the above mentioned industrial complex and schedule of production expansion a long with the level of employment growth. It was discovered that both in the construction period and in the period of reaching full production capacity the in crement in employment was outpacing in time the increment in production volume. Jobs to be performed by engineering - technical, and administrative - clerical workers are manned fastest. In the second staget here was discussed the role of selected manpower sources utilized in the process of recruiting the company’s personnel. While comparing the plan of employees’ recruitement according to manpower sources with the real situation inrecruitement area it was found that in flow of employees from particular manpower sources was different from the planned one. This especially refers to manpower sources of the developer, and local sources including vocational schools. Having in mind dangerous consequences produced by these divergencies there are postulated future studies in this area.

The article discusses some phenomena accompanying creation of the labour market in regions under industrialization. As a reference system the author took the so-called elementary labour market, in which „demand for labour is declared by the main company in the analyzed region. There were discussed factors determining the volume and structure of this demand as well as correlations be tween an industrial plant under construction and the labour market. A characteristic feature was found to be generation of the so-called "expanded" labour market by a growing demand for labour, which in the analyzed case has a spatial coverage of four administrative provinces: Piotrków, Sieradz, Częstochowa, and the Urban Province of Łódź. The spatial coverage of this market is almost 3 to 4 times bigger than the so-called "normal" market lying with in the administrative boundaries of the Piotrków Province. Accordingly the author postulates that there should be established a labour-balancing region (encompassing areas of the four provinces) and moreover there should be set up units dealing with co-ordination of labour management in this area.

The main aim of the analysis is to make an attempt at systematization of labour sources, that would be theoretically and practically useful in solving the problem of satisfying labour needs in main enterprises located in regions under industrialization. Analysis of this subject was prompted by two facts. The first of them is improper - in our opinion - systematization of labour source as applied in the economic practice. The other one, is the fact that this problem has received too little attention in the economic literature. For research purposes, there was accepted a hypothesis that each economic system generates specific labour demand, which is met by specific, appropriate for a given system, kinds of labour resources. It is for this reason, that two basic parts can be distinguished in the performed analysis. The first one, whose aim is to verify the accepted hypothesis, and the second one, attempting at constructing systematization of labour sources corresponding to requirements declared by the analyzed enterprises.

The central wage policy performs many functions in relation to state-owned economic units. One of such functions is the determining of financial resources for wages. Through determining these resources the economic Centre as a calculating unit exerts its influence on a state-owned enterprise as an operational unit. This assumes the form of methods of shaping wage resources, whose detailed variants contain solutions based on the economic calculus of a calculating unit. Such way of perceiving the system of shaping wage resources can be found in the firstpart of the article. Another aim of the article was to determine the impact of central parameters on the economic calculus and wage situation of enterprises. The simulation of basic ratios for 1989 presented in the article should be treated as an illustration of the problem of the functioning of the system according to which wage resources are shaped. This system is characterized by its low effectiveness and that is why its Weaknesses and some directions of its changes are presented in the final conclusions.
