The paper consists of two parts. The first part is devoted to discussing currently effective provisions of the Act on the Regional Accounting Chambers within organisation and operation rules of the rios (Polish abbreviation for regionalne izby obrachunkowe - regional accounting chambers) rio's college, rio's chairman, and the structure as well as tasks performed by rios. The second part presents comments to the government bill of 13 July 2016 on amendments to the Act on the Regional Accounting Chambers1. The study has been performed as comparison between effective legal state of the Act on rio and projected amendments. Due to the fact that solutions adopted by law on the regional accounting chambers concerning supervision and control are undoubtedly innovative not only compared to European solutions but also national ones2, comparison of Polish solutions with others used in European countries has intentionally been rejected. The analysis of suggested amendments has been performed in relation to their compliance with the Constitution of the Republic of Poland, principles of law and advisability.

The article presents the tasks imposed on the city of Bielsko-Biała in the field of fire protection, consisting of bearing the costs of equipment and maintenance of fire protection units in the field of Voluntary Fire Brigades by the commune. The amounts of financial resources spent on the above-mentioned purposes were given on the basis of the report on the condition of the city of Bielsko-Biała for 2018 and 2019. The poviat’s tasks in the field of fire protection were also discussed, and based on the report on the state of the Bielski poviat for 2018 and 2019, data on financial aid granted by the Bielski poviat for poviat structures of the State Fire Service and Volunteer Fire Brigades were provided. Some of the issues were devoted to indicating the legal basis for the operation and tasks performed by fire protection units performing tasks in the field of fire protection in the city of Bielsko-Biała and the Bielski poviat, i.e. the Municipal Headquarters of the State Fire Service in Bielsko-Biała and units of the Volunteer Fire Brigades. As regards the Municipal Headquarters of the State Fire Service, its organizational structure has been presented, with particular attention being paid to the rescue and firefighting units located in the city of Bielsko-Biała and the station located in Czechowice-Dziedzice. Tasks performed by the Municipal Headquarters of the State Fire Service in 2019 and for the period January - November 2020 for the city of Bielsko-Biała and the Bielski County were presented on the basis of statistical data of the Municipal Headquarters of the State Fire Service in Bielsko-Biała available on the website of the Headquarters. The tasks of the Volunteer Fire Brigades units, the rules of qualifying units of the Volunteer Fire Brigades to the National Rescue and Firefighting System and the rules of their departure to events in the city of Bielsko-Biała and the Bielski County were discussed. Tasks carried out by units of the Volunteer Fire Brigades in 2019 for the city of Bielsko-Biała and the Bielski County were presented on the basis of statistical data from the Municipal Headquarters of the State Fire Service in BielskoBiała available on the website of the Headquarters.

W artykule przedstawiono zadania ciążące na mieście Bielsko-Biała z zakresu ochrony przeciwpożarowej polegające na ponoszeniu przez gminę kosztów wyposażenia i utrzymania jednostek ochrony przeciwpożarowej w zakresie ochotniczych straży pożarnych. Kwoty środków finansowych wydatkowanych na wskazany wyżej cel podano na podstawie raportu o stanie miasta Bielsko-Biała za 2018 i 2019 r. Omówiono również zadania powiatu w zakresie ochrony przeciwpożarowej, a na podstawie raportu o stanie powiatu bielskiego za 2018 i 2019 r. podano dane o pomocy finansowej udzielonej przez powiat bielski dla powiatowych struktur Państwowej Straży Pożarnej oraz jednostek ochotniczych straży pożarnych. Część zagadnień poświęcono na wskazanie podstaw prawnych działania oraz zadań realizowanych przez jednostki ochrony przeciwpożarowej wykonujące zadania z zakresu ochrony przeciwpożarowej w mieście Bielsko-Biała i powiecie bielskim, tj. Komendę Miejską Państwowej Straży Pożarnej w Bielsku-Białej oraz jednostki ochotniczych straży pożarnych. W zakresie Komendy Miejskiej PSP przedstawiono jej strukturę organizacyjną ze zwróceniem szczególnej uwagi na jednostki ratowniczo-gaśnicze rozlokowane w mieście Bielsko-Biała i posterunek PSP zlokalizowany w Czechowicach-Dziedzicach. Zadania zrealizowane przez KM PSP w 2019 r i za okres styczeń – listopad 2020 r. na rzecz miasta Bielsko-Biała i powiatu bielskiego przedstawiono na podstawie danych statystycznych KM PSP w Bielsku-Białej dostępnych na stronie internetowej komendy. Omówiono zadania jednostek OSP, zasady kwalifikowania jednostek OSP do Krajowego Systemu Ratowniczo-Gaśniczego oraz zasady ich wyjazdu do zdarzeń w mieście Bielsko-Biała i powiecie bielskim. Zadania zrealizowane przez jednostki OSP w 2019 r. na rzecz miasta Bielsko-Biała i powiatu bielskiego przedstawiono na podstawie danych statystycznych KM PSP w Bielsku-Białej dostępnych na stronie internetowej komendy

W artykule omówiono strukturę, ustrój i zadania jednostek samorządu terytorialnego oraz prawne formy współdziałania JST przy realizacji zadań publicznych takie jak porozumienia JST, związki gmin i związki powiatów. Część artykułu poświęcono na przedstawienie poselskiego projektu ustawy z 2013 r. o powiecie metropolitalnym oraz uwag dotyczących tego projektu. Przedmiotem rozważań jest również analiza i uwagi do prezydenckiego projektu ustawy z 2013r. o współdziałaniu w samorządzie terytorialnym na rzecz rozwoju lokalnego i regionalnego oraz o zmianie niektórych innych ustaw.

The paper discusses the structure, political system and tasks of the local government units as well as legal forms of cooperation within local government units performing public tasks such as local government units agreements, boroughs or counties associations. Part of the paper is devoted to presenting the parliamentary bill from 2013 about the metropolitan county and remarks concerning this bill. Analysis and observations concerning the parliamentary bill from 2013 about the local government cooperation in aid of local and regional development and about the change of some other acts are also included in the paper.
