The article analyses the determinants of the selection of candidates for the European Parliament in Polish political parties and the relationship between the way candidates are selected and the personal stability of the Polish representation in the EP. The study is based on the analysis of party documents and data obtained in semi-structured interviews with MEPs elected in the period 2004–2019. The level of variability and stability of the personal composition of the Polish delegation is presented in terms of the four parties that have been part of the Polish representation in all previous terms. The stability of representation is not a leading motive in the intraparty selection of MEP candidates. The domination of informal criteria in creation of the electoral lists further weakens the link between selection process and personal stability of the Polish delegation in the EP

Artykuł analizuje uwarunkowania selekcji kandydatów na posłów do Parlamentu Europejskiego w polskich partiach politycznych oraz związek między sposobem ich wyłaniania a stabilnością personalną polskiej reprezentacji w PE. Badanie zostało oparte na analizie dokumentów partyjnych dotyczących procesu selekcji kandydatów oraz na danych pozyskanych w pół ustrukturyzowanych wywiadach z polskimi posłami do PE sprawującymi mandat między rokiem 2004 a 2019. Poziom zmienności i stabilności składu osobowego polskiej delegacji przedstawiony został w rozbiciu na partie polityczne, które we wszystkich dotychczasowych kadencjach posiadały swoich reprezentantów w PE. Stabilność reprezentacji nie stanowi wiodącego motywu w wewnątrzpartyjnym procesie selekcji kandydatów na posłów w PE, a dominacja kryteriów nieformalnych przy ustalaniu list wyborczych dodatkowo osłabia związek między selekcją a stabilnością personalną polskiej delegacji w PE.

Although the presidency of the Council of the European Union and elections to the European Parliament are linked to the European political space, preparations for them are made on the national arena. Priorities of the political parties, however, are not the same in the case of these two events. Preparations for the EU presidency is not a field for ideological and party involvement. A mosaic of different interests and variables which shall be taken into consideration (including the necessity of working out common priorities by the member states forming the trio of presidencies, taking into account the current international situation, finding a place on the EU calendar, respecting the EU’s progress in concrete policy areas) makes the interparty battles rank low on the list. When analysing the member states’ presidencies of the EU to date and participation of political parties in preparations for this event, we shall not expect great involvement on their part. Elections to the European Parliament have been “domesticated”, “tamed” by the national political parties, political competition realities from the national level have been adapted for the level of European elections. However, the importance of these elections is not the same for individual political parties and is affected by many factors: position held by a given political party in the national political system, relations towards power wielding (a ruling or opposition party, a parliamentary or non-parliamentary party) and the national election calendar.

W ciągu ostatnich kilku lat w niektórych krajach europejskich na znaczeniu zyskują radykalne partie prawicowe, przesuwając się z pozycji marginalnych w stronę poważnych konkurentów partii tzw. głównego nurtu. Aby wyjaśnić fenomen radykalnej prawicy, odwołujemy się do podejścia podażowego, analizując przypadek flamandzkiej partii Vlaams Belang (VB), która w 2014 r. poniosła dotkliwą porażkę wyborczą, by odrodzić się pięć lat później. Przeprowadzone analizy opierają się na danych pierwotnych pochodzących z indywidualnych wywiadów pogłębionych z przedstawicielami sztabu i kierownictwa partii oraz danych wtórnych dotyczących partyjnej platformy programowej, zmian poparcia wyborczego i wydatków na kampanię wyborczą. Na tej podstawie dochodzimy do wniosku, że zewnętrzne czynniki podażowe stworzyły szansę, którą partia VB była w stanie wykorzystać dzięki celowym zmianom wewnątrzpartyjnym wprowadzonym po porażce wyborczej w 2014 r.

Within the last few years, radical right-wing parties gained relevance in some European countries, shifting the position of marginal political rebel to being a serious competitor of the mainstream parties. To explain the emergence and volatile fortune of this party family, we resort to supply-side explanation, and we analyse the case of the Flemish Vlaams Belang (VB) which suffered severe electoral defeat in 2014, to be reborn five years later. The analysis is based on the existing data concerning party platform, shift in electoral support, campaign spending, and the findings from individual in-depth interviews conducted with people from party headquarter and party leadership. On this base we conclude that external-supply factors created an opportunity the VB could take advantage of, thanks to deliberate changes introduced in internal-supply variables after 2014 defeat.

Ideologies are fundamental in categorising, defi ning and evaluating political reality. They also condition the aims inspiring actors on the political stage, constituting, as it were, a bond providing parties, social groups and societies with sets of values and convictions that unite them. We are now witnessing an evolution of traditional political ideologies, triggered off by new challenges, the changing world order, processes of globalisation and Europeanisation, while political parties in Europe seem to resign from clear–cut ideological identifi cations, opting for the pragmatic, thus maximising their voting scores and, subsequently, efficient management of the public sphere. Politics is ever more frequently perceived as a mere struggle for power, political ideas are seen as slogans serving the purpose of winning votes or popular support, while ideologies have become “goods on display”, hiding deeper meanings of political life. Yet, at the same time ideologies still retain their purpose, infl uencing the functioning of political parties or political communities.
