Evolution of the European Union’s policy for development of rural communities in the context of the European Green Deal strategy implementation

This article refers to development support instruments for rural communities in the European Union (EU). The author presents the systemic and strategic determinants of creation and delivery of the EU rural community policy, as well as the origins and evolution of the Union policy in the abovementioned scope. The analysis is focused on the specific institutional and financial solutions which promote sustainable development of rural communities. The article demonstrates that multi-level and multi-agent nature of the development management system in the EU affects the implementation of a neo-endogenous policy towards rural communities in the EU. The text also presents developments in the implementation of EU policy for rural communities after 2021 in the context of the implementation of the European Green Deal (EGD) strategy.

The main aim of the paper is to examine the role of evaluation of investment social programmes in the process of its efficiency and effectiveness assessment based on Government Programme for the Elderly Social Activity (ASOS) case study. In the first part theoretical originsand models of evaluation, the investment dimension of the ASOS programme and critical analysis of existing evaluations of the programme since2012 have been presented. Next, the conditions for conducting plausible evaluation research of the investment social programmes have beendescribed. They are connected with the implementation varied models of evaluation in the research process including: needs assessment of theprogramme’s primary stakeholders, process implementation of the intervention, impact the programme on the beneficiaries and their socialenvironment and assessment economic results of intervention. The authors of paper recommend both quantitative and qualitative researchmethods implementation and doing evaluation research the results of investment social programmes at least in the long time perspective. Thecontent of the paper is based on critical analysis the scientific sources about evaluation public policies and presents research results from the scientific project Innovative Social Investment Strengthening Communities in Europe financed by the Horizon 2020 programme.

Celem artykułu jest analiza znaczenia ewaluacji inwestycyjnych programów społecznych dla oceny skuteczności i efektywności jegoimplementacji, na przykładzie Rządowego Programu na rzecz Aktywności Społecznej Osób Starszych ASOS. W pierwszej części opisane zostałypodstawy teoretyczne i modelowe ewaluacji. Dalej zaprezentowany został inwestycyjny charakter programu ASOS oraz krytyczna analiza przeprowadzonychewaluacji w ujęciu modelowym od początku jego implementacji, czyli od 2012 r. Następnie wskazano warunki prowadzenia wiarygodnychbadań ewaluacyjnych inwestycyjnych programów społecznych, które związane są z implementowaniem zróżnicowanych rodzajówewaluacji w procesie badawczym, m.in.: oceny potrzeb grupy docelowej programu, procesu implementacji interwencji i wpływu analizowanegoprogramu nie tylko na bezpośrednich jego beneficjentów, ale także na szeroko rozumiane otoczenie społeczne oraz oceny ekonomicznych skutkówrealizacji programu. Autorki rekomendują implementację metod ilościowych i jakościowych, a także prowadzenie badań ewaluacyjnychrezultatów programów inwestycyjnych w długookresowej perspektywie czasowej. Artykuł, obok krytycznej analizy literatury przedmiotu dotyczącejewaluacji polityk publicznych, prezentuje wyniki badań zrealizowanych w ramach projektu Innovative Social Investment Strengthening Communities in Europefinansowanego z programu Horyzont 2020.

Niniejszy artykuł naukowy ma na celu wyjaśnienie znaczenia badań jakościowych, w szcze¬gólności zaś metody process tracing, w ewaluacji rządowego programu na rzecz aktywności społecznej osób starszych (ASOS). W artykule przedstawiono metodykę zastosowania metody process tracing wykorzystywanej w badaniu studium przypadku oraz warunki, w jakich może być ona użyteczna w określaniu efektów realizacji programu w ramach polityk publicznych. Artykuł został oparty na badaniach przeprowadzonych w ramach projektu naukowego Innovative Social Investment Strenghtening Communities in Europe (InnoSi) finansowa¬nego przez Komisję Europejską z programu Horyzont 2020. W głównej części artykułu zaprezentowano częściowe wyniki badań empirycznych mających formę analizy studium przypadku i obejmujących projekt Aktywni bez względu na wiek w oparciu o metodę process tracing.

The objective of the paper is to explain the importance of qualitative research, particularly the process tracing method in the public policies evaluation. The article presents the methodology of using process tracing method and the conditions of its implementation in evaluation of public policies programmes. The article is based on research carried out within the research project ‘Innovative Social Investment Strengthening Communities in Europe' (InnoSi), financed by the European Commission in the frames of Horizon 2020 Programme. The main part of the article presents the partial results of empirical research based on the process tracing method, in the form of case study analysis covering the project ‘Active regardless the age'

The purpose of this paper is to analyse the trends of changes in Polish social policy and designing visions of its development from perspective of its selected stakeholders. The article is based on results of research conducted by the University of Wrocław research team in the framework of the project Innovative Social Investment Strengthening Communities in Europe (InnoSI), financed by the European Commission, under the Horizon 2020 Programme. Particularly, it wants to explore foresight method implementation in research process, encompassing: local signals scanning, identification main trends of social changes, building scenarios of future Polish social policy towards selected stakeholders in the 10-year perspective.

Celem artykułu analiza trendów zmian w polskiej polityce społecznej i projektowanie wizji jej rozwoju, z uwzględnieniem perspektywy jej wybranych odbiorców. Artykuł prezentuje wyniki badań przeprowadzonych przez zespół badawczy z Uniwersytetu Wrocławskiego w ramach projektu Innovative Social Investment Strengthening Communities in Europe (InnoSI), finansowanego przez Komisję Europejską ze środków programu Horyzont 2020. Obejmuje prezentację wykorzystania metody foresight (prognozowania) w procesie badawczym na różnych etapach jego realizacji: od skanowania sygnałów lokalnych, przez identyfikację głównych trendów zmian społecznych oraz budowanie przyszłych scenariuszy realizacji polityki społecznej w Polsce wobec wybranych grup, w perspektywie dziesięcioletniej.

The paper presents the research results of the Innovative Social Investment Strenghtening Communities in Europe (InnoSI) project. The main objective of the paper is to analyse the social investment approach implemented in the practice of social policy in Poland. The social investment instruments established in other selected European countries are also included in this article. After introducing the theoretical and conceptual background of social investment, the following models of social policy in Europe are described: Anglo-Saxon, Continental, Mediterranean and Nordic. The typology proposed by G. Esping-Andersen is used to present the approaches to social investment in four European countries represent four models: the Great Britain, Germany, Greece and Finland. Then the Polish social policy case study is analysed. The results of scientific literature review and policy analysis show that Poland represents another type of social policy model, named as paternalistic-market hybrid, inspired by different European solutions. In this model the social investment instruments like for instance parental leaves, vocational trainings, and social activation of elderly people go together with traditional social compensation and benefits.
