In the Armed Forces of the Republic of Poland, the efficiency of logistic information management has been one of the most important dilemmas faced by military logistics for many years. The increase in the efficiency level of the functioning of the military logistic system can be achieved by implementing tools that are known in practice to support logistics information management. However, the examples described in the literature do not contain clear methods, rules and indicators that influence the assessment of potential benefits that a given implementation solution can bring. Failure to consider all the factors and conditions in which the logistic system operates at various organizational levels of the Polish Armed Forces or inadequate selection of tools implemented may render the undertaken actions unprofitable.

W Siłach Zbrojnych Rzeczypospolitej Polskiej efektywność zarządzania informacją logistyczną od wielu lat stanowi jeden z najważniejszych dylematów, z jakimi mierzy się logistyka wojskowa. Wzrost poziomu efektywności funkcjonowania wojskowego systemu logistycznego można osiągnąć poprzez wdrożenie, znanych w praktyce narzędzi wspomagających zarządzanie informacją logistyczną. Opisane w literaturze przedmiotu przykłady nie zawierają jednak jasnych metod, reguł i wskaźników, wpływających na ocenę potencjalnych korzyści, jakie może przynieść dane rozwiązanie wdrożeniowe. Nieuwzględnienie wszystkich czynników i warunków, w jakich funkcjonuje system logistyczny na różnych szczeblach organizacyjnych SZ RP lub nieodpowiedni dobór wdrażanych narzędzi, może spowodować, że podjęte działania okażą się nieopłacalne.

The article presents the state of implementation of Poland's allied commitments regarding the creation and functioning of the host nation support system for the benefit of allied and partner troops, performing tasks (missions, operations, exercises) in Poland or moving through its territory. The study also includes an assessment of the possibility of support allied needs, including the scope of access to the state's logistical resources and military infrastructure, as well as the provision of logistic services by both the armed forces and non-military defence system of the state. The article also presents the directions of changes in the HNS system, resulting from new geopolitical conditions, in particular the increased share of allied forces on the eastern flank of NATO and the experience gained from the twenty years of functioning of the HNS system in Poland.

W artykule został przestawiony stan realizacji zobowiązań Polski w zakresie utworzenia i funkcjonowania systemu wsparcia przez państwo gospodarza na rzecz wojsk obcych (sojuszniczych i partnerskich), wykonującym zadania (misje, operacje, ćwiczenia) w Polsce lub przemieszczających się przez jej terytorium. Opracowanie zawiera również ocenę możliwości zabezpieczenia potrzeb sił NATO, w tym zakres udostępnienia zasobów logistycznych państwa i infrastruktury wojskowej oraz świadczenia usług logistycznych zarówno przez siły zbrojne jak i pozamilitarne ogniwa systemu obronnego państwa. W artykule przedstawiono ponadto kierunki zmian w systemie HNS, wynikające z nowych uwarunkowań geopolitycznych, w szczególności zwiększonego udziału sił NATO na wschodniej flance NATO oraz zebranych doświadczeń z dwudziestoletniego funkcjonowania systemu HNS W Polsce.

In the Armed Forces of the Republic of Poland since the nineties of the twentieth century for the development of military logistics, from the point of view of improving the efficiency of the logistics system, an important role was assigned to the implementation of IT tools to improve the work of logistics cells, including technical services. The article presents IT systems supporting services related to military technical supervision and military metrology. World trends in both civil and military logistics indicate the pursuit of limiting both the costs of functioning of each logistic system and shortening the time of operations and activities.

W Siłach Zbrojnych Rzeczypospolitej Polskiej od lat dziewięćdziesiątych dwudziestego wieku dla rozwoju logistyki wojskowej, z punktu widzenia poprawy efektywności funkcjonowania systemu logistycznego, ważną rolę przypisano wdrożeniu narzędzi informatycznych usprawniających pracę komórek logistycznych, w tym służb technicznych. W artykule zostały przedstawione systemy informatyczne wspomagające służby związane z wojskowym dozorem technicznym i metrologią wojskową. Światowe trendy zarówno w logistyce cywilnej jak i wojskowej wskazują w tym zakresie na dążenie zarówno do ograniczania kosztów funkcjonowania każdego systemu logistycznego, jak i skracania czasu wykonywanych operacji i czynności.

The article presents selected examples of implementation of support tasks by the host nation support for the benefit of allied and partner troops, performing tasks on the territory of Poland, resulting from the new geopolitical conditions in which Central and Eastern Europe found itself. The resulting threats and dynamics of change forced the Alliance's authorities to take a new approach to strengthening NATO's eastern flank as part of improving the region's security. As a result of the actions undertaken, the exercises in Poland and the Baltic countries, the relocation of allied troops by our territory and their deployment as a result of the eFP (enhanced Forward Presence) and Operation Atlantic Resolve were intensified. As a consequence, the increase in the involvement of the alliance in the performance of tasks on our territory requires increased participation in the HNS, not only the military system of the state, but also involvement of the non-military defence system of the state.

W artykule zostały przestawione wybrane przykłady realizacji zadań wsparcia przez państwo gospodarza wojsk sojuszniczych i partnerskich, wykonujących zadania na terytorium Polski wynikające z nowych uwarunkowań geopolitycznych, w jakich znalazła się Europa Środkowo-Wschodnia. Powstałe zagrożenia i dynamika tych zmian wymusiły na władzach sojuszu potrzebę wzmocnienia wschodniej flanki NATO w ramach poprawy bezpieczeństwa regionu. W rezultacie podjętych działań nastąpiła intensyfikacja ćwiczeń w Polsce i krajach nadbałtyckich, przemieszczeń wojsk sojuszniczych przez nasze terytorium oraz ich rozmieszczanie w ramach tworzenia wzmocnionej wysuniętej obecności eFP (enhanced Forward Presence) i operacji Atlantic Resolve. W konsekwencji wzrost zaangażowania sojuszu w wykonywanie zadań na naszym terytorium wymaga zwiększonego udziału w ramach HNS (host nation support) nie tylko systemu militarnego, ale również zaangażowania pozamilitarnych ogniw obronnych państwa.

The aim of the research is to check, verify and assess the state of the state’s transport infrastructure to ensure military mobility. The study contains research results on the impact of the state’s transport infrastructure on the mobility and freedom of movement of troops within the territory of Poland. The research focused on identifying infrastructural barriers limiting the movement of military equipment with increased dimensions and own weight, requiring increased load-bearing capacity of engineering facilities as one of the important determinants affecting Poland’s military security.
