Through his activities, particularly his pedagogical work, Father Bliziński became one the originators of the system of child and youth care in the years 1920−1939. Holding a number of important positions in the care system he was able to secure a place for problems of care in the laws of the Second Republic (such as the Constitution and the Welfare Act). In his own parish of Lisków he organized several institutions for full and partial care, which enjoyed the reputation of model institutions as regards both the material conditions and the standard of pedagogical care. Working on the assumption that care is not restricted to emergency aid but requires creating pedagogical conditions for full personal development, his institutions at Lisków catered for a variety of human needs. Father Bliziński educated many social activists. Many of the institutions that he created exist to this day. Memory of their pastor lives on among the people of Lisków and neighbouring villages. Father Bliziński's views on care and education are still valid because they accorded with the natural order.
