Official announcements have always been instruments restricting media freedom. Therefore, we should try to eliminate such messages completely or, at least, considerably reduce them. While the analysis of Polish legislation gives evidence of the opposite trend. The current regulation is very restrictive and applies to all the media, not just newspapers. Recent modifications have tightened it by significantly expanding the ring of those entitled to publish such announcements. It appears that this problem hasn’t been noticed in the prepared draft of amendment and the criminal liability of the editors for evading the publication of official announcements is maintained.

The article discusses Walery Pisarek’s activities and contribution to the shaping of the Polish media law system. Beginning with the studies of the press law of the European socialist states in 1973–1974, which is still an extremely valuable source of knowledge about socialist media systems, it describes other aspects of Professor’s activity, including his participation in legislative works concerning the mass media law, as well as the Polish Language Act, and his contribution to the creation of the Council for the Polish Language at the Presidium of the Polish Academy of Sciences. Professor Walery Pisarek was a chairman of the Council and participated in its works until the end of his life.

Autorka porusza w tekście niektóre aspekty działalności Profesora Walerego Pisarka stanowiące jego wkład w kształtowanie polskiego systemu prawa medialnego. Pierwszym z nich były badania nad prawem prasowym europejskich państw socjalistycznych w latach 1973–1974, stanowiące do dziś niezwykle cenne źródło wiedzy o socjalistycznych systemach medialnych. Kolejnymi aspektami działalności Walerego Pisarka był jego udział w pracach legislacyjnych dotyczących prawa środków komunikowania masowego, jak również ustawy o języku polskim. Ta ostatnia działalność zaowocowała powołaniem przy Polskiej Akademii Nauk Rady Języka Polskiego, której Profesor Pisarek był przez wiele lat przewodniczącym i w której pracach brał udział do końca życia.

The paper reports on the research that was undertaken in the years 1973–1975, concerning the press law of European socialist states. The research was conducted as the initiative of the Press Research Centre in Krakow and carried out in the Intercollegiate Institute of Inventiveness and Protection of Intellectual Property of the Jagiellonian University in Krakow. The author reveals unknown facts and circumstances of the scientific investigation in some of the socialist countries.

Artykuł informuje o podjętych w latach 1973–1975 badaniach naukowych dotyczących prawa prasowego europejskich państw socjalistycznych. Badania zainicjował Ośrodek Badań Prasoznawczych w Krakowie, a przeprowadzone zostały w Międzyuczelnianym Instytucie Wynalazczości i Ochrony Własności Intelektualnej UJ. Autorka ujawnia nieznane fakty i okoliczności prowadzenia badań na terenie niektórych państw socjalistycznych.
