The article addresses the questions connected with the preparation to the sejm, which included: the preparation of the sejm expedition by the chancery, the convocation of the pre-sejm sejmiks in the Grand Duchy of Lithuania (also in Livonia), their course and the results of voting including the so called sejm evictions (Polish: rugi sejmowe). The articles focuses on the struggle between political parties before the general election in Lithuania. The pre-sejm campaign of 1699 was to be held in difficult political conditions – after the armistice concluded at the end of 1698 in Lithuania in the civil war between the Sapiehas and republicans. The fight prior to the sejm arose fears that the situation should aggravate again, which eventually did not happen despite the fact that a few sejmiks had been broken up. The reasons for the break-ups included local conflicts concerning county positions (the Hrodna, Ashmyany, Mazyr sejmiks) and central positions (the Vilnius and Smolensk sejmiks). As far as other controversial issues were concerned in the conflict between the Sapiehas and the republicans, they were neither raised nor expressed sharply. It should be noted that in a few places, especially in Brest, the cooperation between factions occurred which resulted in compromises when representatives of various parties were elected envoys. The cause of this was the fact of leading out the Saxons, lack of reasons to attack the Sapiehas and the interest in distributing vacant seats in the seym to main representatives of various royal political parties. Formally, republicans won in Lithuania, but their positions was weakened as the nobility (szlachta) was dissatisfied with their cooperation with the court with respect to the locating of the Saxon army.

The article is devoted to the military situation in the northern part of the Grand Duchy of Lithuania in the second half of 1701, with special emphasis on the cooperation between the Sapiehas and King Charles XII of Sweden and its impact on the war plans by the Swedish king.
