One of the main economic laws says that progress is expressed by savings in time with unchanged level of satisfying social needs or their better satisfaction with an unchanged time . Historical observations show that the more dynamic the development of productive forces the bigger the interaction of states and nations. Their interrelationships find their best expression in the case of export-oriented production. Prices of goods for the domestic market are also f ixed proportionally to the world prices, Thus, any waste of time in production of goods decreases effectiveness of activity. Socialist countries must promote constantly their scientific- technical progress, especially in the face of restrictive policy adopted by the West and the United States in relation to their trade with the CMEA.
