The author analyses the problem of labour market regulation. He underlines that the labour market regulation in Poland is connected with qualitatively different problems that in the EU countries. Unemployment is counteracted in completely different institutional conditions. A technological and production gap cannot be diminished, however, without a reform of tie old employment system. Restructuring of the economy calls for creating elastic labour market structures. Reforms going in this direction can win social approval only when the social security system for persons losing jobs is supported substantially.
