W artykule przedstawiono proces globalizacji oraz jego odniesienia do światowego agrobiznesu w następujących ogniwach: rolnictwo, przemysł przetwórczy i handel żywnością. Zwrócono uwagę na rolę Światowej Organizacji Handlu (WTO) w uprawianiu polityki globalizacji. Polityka ta w najszerszym zakresie odnosi się do liberalizacji stosunków międzynarodowych i realizacji neoliberalnych koncepcji gospodarczych. Najwolniej globalizacja postępuje w rolnictwie polskim, obszerniej w przetwórstwie rolno-spożywczym, najszerzej w handlu rolno-spożywczym, zwłaszcza zagranicznym.

The article presents a currently occurring globalization process and its references to the world agribusiness. The role of the World Trade Organization in implementation of globalization policy has been highlighted, which in its widest range refers to liberalization of international reIations and realization of neoliberal economic conceptions. The process and globalization policy comprise all spheres of economic life, therefore they also concern all links of agribusiness. The globalization progress is the slowest in Polish agriculture; it is more advanced in agric-food industries and comprises the widest areas of agric-food trade, particularly the foreign trade. It is proved by the scope and dynamics of Polish agric-food product exports.

The anatomy of regional trade agreements with a services component

Regional trade agreements (RTAs) have risen in number and reach over the years, including a notable increase in the agreements with services commitments. Of the 293 RTAs WTO-notified and currently in force, 142 have provisions liberalizing trade in goods only, while 151 also cover services commitments. On the basis of the World Trade Organization RTA Database, the paper maps the global landscape of RTAs and draws the main trends and characteristics of RTAs services’ proliferation through quantitative and qualitative categorizations of RTAs. The detailed analysis of the recent proliferation of RTAs points to the differences in the anatomy of agreements with a services component and agreements with a goods component.

Regionalne porozumienia handlowe (Regional Trade Agreements, RTAs) są kluczowym elementem międzynarodowych relacji handlowych. Przez ostatnie dwadzieścia pięć lat obserwujemy szybki wzrost zarówno liczby, jak i zasięgu geograficznego RTAs, w tym znaczne zwiększenie się liczby porozumień obejmujących przepływ usług. Spośród 293 RTAs notyfikowanych przez Światową Organizację Handlu (World Trade Organization, WTO) i aktualnie obowiązujących 142 zawierają postanowienia liberalizujące wyłącznie handel towarami, a 151 dotyczy także zobowiązań w zakresie handlu usługami. Na podstawie informacji z bazy WTO RTA Database artykuł odwzorowuje aktualny krajobraz regionalnych porozumień handlowych i identyfikuje najważniejsze tendencje i cechy charakterystyczne usługowych RTAs. Szczegółowa analiza obecnej proliferacji RTAs wskazuje na różnice w anatomii porozumień z komponentem usługowym w porównaniu z porozumieniami obejmującymi wyłącznie handel towarami.

Runda z Dohy WTO, niezależnie od jej ostatecznego rezultatu, symbolizuje włączenie problematyki rozwojowej do głównego nurtu międzynarodowego systemu handlowego. Wprawdzie zagadnienia dotyczące rozwoju występowały w rokowaniach wielostronnych GATT, ale zakres spraw będących przedmiotem negocjacji był selektywny i ograniczony. Celem opracowania jest zbadanie wzrostu znaczenia kwestii rozwojowych w ramach rundy z Dohy WTO. Służy temu przedstawienie ewolucji roli i znaczenia krajów rozwijających się w GATT oraz WTO, a także próba przyjęcia uzgodnień w dwóch zasadniczych obszarach dla interesów handlowych krajów rozwijających się – w rolnictwie i towarach przemysłowych. Osobnym problemem jest porozumienie o ułatwieniach w handlu (Trade Facilitation Agreement – TFA) i towarzyszący mu mechanizm wsparcia na rzecz wdrożenia regulacji dotyczących TFA.

The WTO Doha Development Round of multilateral trade negotiations, regardless of its final result, signifies the inclusion of development issues into the mainstream of international trading system. Although development issues were present in the GATT, the scope of subjects under discussion was selective and limited. The aim of the paper is to analyze the growth of the importance of development issues within the WTO Doha round. Therefore, the focus was put on arrangements under the key areas for interests of developing countries: agriculture and industrial goods. A separate attention was drawn on the Trade Facilitation Agreement (TFA) and its accompanying element of trade facilitation facility. The TFA is the only multilateral trade agreement adopted in the Doha round and an example of the concert that can be a pattern for other WTO multilateral arrangements.
