Статья посвящена важной проблеме внешней политики Китая и Центральной и Восточной Европы. В статье анализируется современный политический дискурс на Западе, где преобладают два главных нарратива о Китае: Китай как шанс и Китай как угроза. Сейчас эти дискурсы появляются и в Центральной и Восточной Европе: одни считают Китай угрозой, другие - шансом для стран региона. Автор описывает политику Китая в Центральной и Восточной Европе, ответ на неё со стороны стран региона.

Two decades ago, when China economically entered Western Europe for the first time, two dominant narratives emerged. The first one claimed that China’s involvement constitutes a great development opportunity for European continent; the other one declared that it’s a serious security threat. Those two discourses on China remain dominant until now and the opportunity vs. threat dichotomy can now also be applied to Chinese’s policy towards Central and Eastern Europe. The answer for the dichotomy is both. China’s engagement means a great opportunity for development for Central and Eastern Europe. The success, however, is uncertain. It may never fulfill due to external factors and the drawbacks may overshadow the benefits.

Poland, due to its location in the center of Europe, is a key element of the New Silk Road (NSR), an initiative that attempts to create the shortest land connection between China and Western Europe. This article analyzes various industry reports, national development strategies up to 2030, and EU and local projects to see is the further development of NSR an opportunity for container rail transport in Poland. As it turns out, the issue discussed in the article has hitherto been outside the circle of researchers’ interest, thus the analysis is an important supplement to the existing research gap. It indicates that the further participation of Poland in the Chinese One Belt One Road initiative is a great opportunity for the economic growth of the Republic of Poland (RP).

Благодаря своему расположению в центре Европы Польша – ключевой элемент китайской инициативы, которая является попыткой создать самое короткое су¬хопутное соединение между Китаем и Западной Европой. В данной статье были проанализированы различные типы отраслевых отчетов, национальные стратегии развития до 2030 года, а также проекты Один пояс и один путь и местные проекты для того, чтобы ответить на вопрос, является ли дальнейшее развитие Нового шёлкового пути шансом для железнодорожного транспорта в Польше. Оказывается, что представленная в статье проблема до сих пор остается вне круга интересов исследователей данной темы и проведенный анализ частично заполняет существу¬ющий пробел в исследованиях. Проведенный анализ показывает, что дальнейшее участие Польши в китайской инициативе Один пояс и один путь создаёт чудесные возможности для экономического роста Республики Польша.

More than decade ago Shanghai Cooperation Organization (SCO) became a popular theme of analysis and research, evoking polarizing views. It was described as a successful regional, multilateral organization which responds to local challenges (such as terrorism) and represents a good case of Sino-Russian cooperation in Central Asia. On the other hand, SCO was also being portrayed as a geopolitical, authoritarian answer to NATO, stronger in words than in actions. Since than SCO has developed and strengthened Sino-Russian relations. On the other hand, since 2010s SCO has been losing its importance and facing marginalization. India’s and Pakistan’s access in 2017 is bound to reverse this trend and give SCO a new energy. The outcome of this enlargement, combined with integration of the One Belt One Road (OBOR) project with SCO will decide about SCO’s future.

Более 10 лет тему назад Шанхайская организация сотрудничества (ШОС) стала популярной темой анализов и исследовании, возбуждила тоже поля ризацию взглядов. Одные считали ШОС успешной, многосторонной ор- ганизацией отвечающей на региональные вызовы (такие как терроризм) и будучей хорошим премером российско-китайского взаимодеиствия в Цен тральной Азии. С другой стороны о ШОС писали как о геополитическом, ав торитарном ответе для НАТО, ведучим себя жестко на словах, но не на деле.
