Motivations for Foreign Direct Investment in the Ukraine’s Economy

The peculiarities of Ukraine’s investment climate and the main obstacles that foreign investors face during their capital investment realisation are analysed in the article. An analysis of foreign investment inflow by sectors in the Ukrainian economy during the preceding 10 years is described in the article and the per cent intertemporal changes in foreign investment inflow by sectors are formed and analysed here. It can help to determine foreign investors’ preferences in relation to industries of the Ukrainian economy. On the basis of analysis of organisational, economic and legal principles of investment climate strengthening as well as foreign investors’ motivation, the methods of improvement of the mechanisms of foreign direct investment attraction into the Ukrainian economy were offered by authors.

W artykule dokonano analizy cech klimatu inwestycyjnego na Ukrainie oraz głównych barier napotykanych przez inwestorów zagranicznych przy podejmowaniu decyzji o inwestycjach. W celu określenia preferencji inwestorów zagranicznych co do sektorów gospodarki ukraińskiej sporządzono analizy sektorowe dynamiki procentowej napływu bezpośrednich inwestycji zagranicznych na Ukrainie w ciągu ostatnich 10 lat. Autorzy na podstawie analizy organizacyjno-ekonomicznych i prawnych zasad umocnienia klimatu inwestycyjnego, a także motywacji inwestorów zagranicznych proponują metody poprawy mechanizmów ściągania bezpośrednich inwestycji zagranicznych na Ukrainę.

В статье провели анализ свойств инвестиционного климата в Украине, а также основных барьеров, с которыми сталкиваются зарубежные инвесторы при принятии решений об инвестициях. Для определения предпочтений зарубежных инвесторов в отношении секторов украинской экономики провели секторные анализы выраженной в процентах динамики притока прямых зарубежных инвестиций в Украине в течение последних 10 лет. Авторы на основе анализа организационно-экономических и правовых принципов укрепления инвестиционного климата, а также мотиваций зарубежных инвесторов предлагают методы улучшения механизмов привлечения прямых зарубежных инвестиций в Украину.

Nowadays the multinational corporations due to direct foreign investments constantly enhance their impact on both international economic relations and the competitiveness of the national economy. Inflows of investment capital serve as the basis for development of the infrastructure of the territory and production while attracting foreign technologies increases competitiveness of domestic products in foreign markets. The purpose of writing this article is to determine the investment strategies of TNC when entering the Ukrainian market, as well as general trends of attracting foreign direct investments that influence the investment attractiveness of Ukraine. Research methods are analysis and synthesis, comparison. Based on the comparison of the data on the dynamics of volume of foreign investment in the economy of Ukraine and other countries of the world we analyzed the peculiarities of attracting foreign direct investment in Ukraine. The sectoral structure of foreign direct investment was explored and the trends specific to the major types of economic activity were determined. According to the data of analyzed scientific materials it was determined that the overwhelming part of the capital of foreign TNC is concentrated in the food and tobacco industry, trade, finance, real estate operations, i.e. in the areas with high turnover of capital and secured markets. In addition, a negative trend of decrease in the inflow of foreign capital in the real sector of economy was discovered. The paper considers the criteria, according to which Ukraine is attractive for the activities of TNC, and the factors that reduce the competitive advantage were also taken into account. Scientific novelty of the work is in determining the characteristics of the current development of investment processes in Ukraine, as well as the substantiation of the necessity of studying the aspects of TNC investment activities to attract foreign investments into the economy of the country on mutually beneficial conditions. The practical significance of the work is in that providing appropriate measures to improve the investment climate will allow by rational approach obtaining a number of competitive advantages, related to functioning of foreign corporations on its territory. Further research will tackle government programs to create appropriate legislation with regulation of incentives to attract foreign TNC and the system of the shock absorbers against possible negative consequences of transnationalization.

Обоснована важность наличия стабильного инвестиционного климата для формирования позитивного имиджа страны, необходимого для привлечения вливания капитала со стороны зарубежных транснациональных компаний (ТНК). Проанализированы особенности привлечения прямых иностранных инвестиций в Украину на базе данных о динамике иностранного инвестирования в экономику нашего государства и сравнения с показателями других стран мира. Проведены исследования отраслевой структуры прямых иностранных инвестиций и определены тенденции, характерные для основных видов экономической деятельности. Рассмотрены критерии, по которым Украина является привлекательной для деятельности ТНК, а также учтены факторы, снижающие конкурентные преимущества. Обоснована необходимость изучения всех аспектов инвестиционной деятельности ТНК с целью создания надлежащих условий для привлечения в отечественную экономику зарубежных инвестиций на взаимовыгодных условиях

На сучасному етапі транснаціональні корпорації завдяки прямим іноземним інвестиціям постійно посилюють свій вплив на розвиток як міжнародних економічних відносин, так і конкурентоспроможності національної економіки. Надходження інвестиційних капіталів слугує основою розвитку інфраструктури території, виробництва, а залучення іноземних технологій підвищує конкурентоспроможність вітчизняних товарів на зарубіжних ринках. Метою написання статті є визначення інвестиційних стратегій ТНК у разі входження на український ринок, а також загальних тенденцій залучення прямих іноземних інвестицій, що впливають на інвестиційну привабливість України. Методи дослідження – аналіз та синтез, порівняння. На основі порівняння даних про динаміку обсягів іноземного інвестування в економіку України інших країн світу проаналізовано особливості залучення прямих іноземних інвестицій в Україну. Досліджено галузеву структуру прямих іноземних інвестицій і визначено тенденції, характерні для основних видів економічної діяльності. Відповідно до даних проаналізованих наукових матеріалів було визначено, що переважну частину капіталу іноземних ТНК зосереджено в харчовій і тютюновій промисловості, торгівлі, фінансах, операціях із нерухомістю, тобто в галузях із високою оборотністю капіталу і забезпеченими ринками збуту. Крім того, виявлено негативну тенденцію зменшення припливу іноземного капіталу в реальний сектор економіки. Розглянуто критерії, за якими Україна є приваблива для діяльності ТНК, а також враховано чинники, що знижують конкурентні переваги. Наукова новизна роботи – визначення особливостей поточного розвитку інвестиційних процесів в Україні, а також обґрунтування необхідності вивчення аспектів інвестиційної діяльності ТНК для залучення зарубіжних інвестицій в економіку країни на взаємовигідних умовах. Практична значущість роботи полягає в тому, що забезпечення відповідних заходів щодо поліпшення інвестиційного клімату дозволить Україні за раціонального підходу отримати низку конкурентних переваг, пов’язаних із функціонуванням на її території іноземних корпорацій. Подальшого дослідження потребують програми діяльності уряду зі створення відповідних законодавчих актів із регулювання стимулів залучення іноземних ТНК і системи амортизаторів можливих негативних наслідків транснаціоналізації.
