W artykule przeanalizowano innowacje w  ustawodawstwie dotyczącym organizacji samorządu lokalnego w Rosji, podsumowano pierwsze kroki w ich praktycznym wdrażaniu, przedstawiono różne punkty widzenia dotyczące treści i możliwych konsekwencji tej reformy oraz pokazano specyfikę doświadczenia w organizacji samorządu lokalnego w obwodzie woroneskim.
