Управління розвитком муніципальних утворень розглядається в контексті управління процесами розвитку відповідної територіальної системи, що зорієнтоване на багатоаспектність розвитку цієї системи та багатовекторність інтересів представників місцевої громади. Виділено деякі продуктивні моменти зарубіжного досвіду, які можуть знайти успішне застосування в українській практиці програмно-цільового управління розвитком соціальної інфраструктури муніципальних утворень. Доведено, що муніципальне утворення як суб’єкт, що володіє певними ресурсами, у процесі реалізації своєї місії, яка полягає в наданні комплексу послуг територіальній громаді та забезпеченні стандартів життя населення, має використовувати їх ефективно.

Management of the development of municipalities is considered in the context of the management of development processes of the appropriate territorial system. This management takes into account the multi-level development of the system and the vectors of interests of the members of the local community. The author identifies important aspects of foreign experience, which may find successful application in practice of the Ukrainian program management by the development of social infrastructure of municipalities. It is proved that the municipality has specific resources and fulfils its mission. This mission is to provide comprehensive services to the community and the standards of living of the population. Resources must be used efficiently.
