Kultura energetyczna kraju jako czynnik determinujący "nową politykę energetyczną" Unii Europejskiej

Artykuł przybliża istotę i priorytety "nowej polityki energetycznej" Unii Europejskiej oraz różnorodne czynniki ją determinujące, a przede wszystkim kulturę energetyczną kraju. Zawiera jej definicję i charakterystykę typów kultur energetycznych występujących na obszarze UE. W celu znalezienia odpowiedzi na pytanie dotyczące znaczenia kultury energetycznej kraju w kontekście "nowej polityki energetycznej" Unii przeprowadzono analizę statystyczną metodą Warda i k−średnich. W jej wyniku wyodrębniono kraje UE (ich skupienia) o podobnej kulturze energetycznej, dla których dostosowanie się do "nowej polityki energetycznej" Unii Europejskiej, zwłaszcza jej wyzwań ekologicznych, będzie podobnym wyzwaniem technologiczno−ekonomicznym. Podkreślono ponadto rolę świadomości energetycznej społeczeństwa, jej efektów w zakresie spełnienia wymogów "nowej polityki energetycznej".

The authors of the present article discuss the nature and priorities of the "new EU energy policy" and present various factors that determine it, especially a country's energy culture. They define "energy culture" and describe its types in the European Union. In order to understand the role of energy culture in the establishment of the European Unions "new energy policy", the authors conduct statistical analyses using Ward and k−means methods. As a result, they divide EU countries into groups with similar energy cultures and with ways of adapting to the "new energy policy" of the EU, especially to environmental challenges, that are alike from the technological and economic point of view. The authors emphasize the role of public energy awareness and its effects in the context of fulfilling the requirements of the new EU energy policy.
