Tematem niniejszego opracowania jest przybliżenie zagadnień związanych z procesem przygotowania inwestycji drogowej do realizacji (autostrada A4). Szczególną uwagę zwrócono na procedurę dotyczącą przygotowania dokumentacji geodezyjnej i formalno-prawnej w kontekście sposobu pozyskiwania gruntów na rzecz Skarbu Państwa, niezbędnych do zajęcia pod pasy drogowe.

The subject of this paper is to introduce the problems related to the process of preparation road investments to their realization (the A4 motorway). Particular attention is paid to the procedure referring to preparation of geodetic documentation also formal and legal papers in the context of the way of winning the land for the use of State Treasury, indispensable for planned road lanes.

Organizatorzy konferencji zaprosili do udziału autorytatywne osoby reprezentujące profesjonalnie najważniejsze elementy tworzenia autostrady. Na wstępie streszczono przygotowane dla potrzeb konferencji referaty, po czym podjęto próbę inwentaryzacji najważniejszych problemów społeczno-ekonomicznych związanych z jej budową. Przedstawiono także ocenę poszczególnych przedsięwzięć wynikających z procesu inwestycyjnego przy użyciu metody SWOT, jak również kwantyfikacji stopnia dotychczasowej realizacji poszczególnych elementów budowy autostrady. Być może przydadzą się one przy realizacji następnych odcinków autostrady A4 do granicy państwa, bądź przy innych tego typu inwestycjach.

The conference organizers have invited authoritative people, who represent professionally the most important elements of creating the motorway. At first, reports prepared for the needs of the conference have been summarized in a few sentences, then an effort to make an inventory of the most important social and economic problems related to the building of the motorway has been made. Also, an attempt to estimate some undertakings resulting from the investment process with the use of SWOT method has been presented as well as quantification of the level of accomplishment of each elements of the motorway construction. They may be used while completing further sections of the A4 motorway towards the boarder of the country or other such investments.
