The military restructuring process started on 1 April 2004. Many articles have been published in the press reecently. The comments mostly focus on one element of the military restructuring, or comment on decisions that have not been completely worked out. The author, instead of citing comments from the press, prefers to summarize the process and methodology of the defence supervision.

In the military restructuring - which conforms to national and allied requirements as well -artillery takes priority as being the basic element of fire support. The authors considering the requirements of military and non-military operations sketch the main principles of the development of artillery, compose suggestions and determine its main direction for its structure and the purchaseable weapon systems by demonstrating the elements of its system.

Hungary is a member of the EU. There are lots of discussions about the effect of the obligations and possibilities to Hungarian economy and society but not so much is talked about what the membership means for the Hungarian Armed Forces. This is a result of the ignorance shown toward the Hungarian Armed Forces, by the Hungarian political elite and public. This is a comfortable situation for the politicians as they do not have to take steps in this field. This ignorance towards the EU is totally understandable as national defense isn't yet one of the crucial areas of the EU, but military cooperation with the EU is forced to the background - especially in the Hungarian mentality - behind NATO.

The military defense activities which are based on national strategies changed their character and content. The realistic calculation of military needs can provide a solid and long-term basis to renewal and development of the Hungarian Armed Forces. The author analyzes the political and military strategical base of the military reform which was built on the defense supervision. The author investigates the issues of military restructuring and modernization and bringing all this together makes alternative suggestions.

Society is affected by the military restructuring - as we are talking about an important element of the government and (institutional structure). Big and well-structured formation such as this has a double relationship with their external and internal environment. Determining factors coming from the external environment: the requirements targeting the current system. The basic function/goal: the content of the application emerging in quantitative and qualitative parameters. The circumstances which are objective on one hand, and subjective on the other – in case of political institutions determine the decision. The author groups these as external military conditions, effects possibilities and factors, which influence the re-structuring the military.

The armies of western countries make significant efforts to process the experience earned in different peacekeeping missions, conflicts, war and other sources and make use of it in military training and technical development. At the same time, the Hungarian military has not built a system to make use of this experience and it is wasted away. Since our NATO membership, the success and speed of exchanging old terminology with presently used modern ones among the allies varies.

The government has fixed the basic direction of the military reform. On the basis of this, the political and management of the Armed Forces planned to achieve the development objectives through three phases. The author analyzes and evaluates the military reforms which started in the past but have been suspended, demonstrates the theoretical basis of internal relations and expected results of the ongoing 10 year economic plan.

Hungary has taken up the foundation of special engineering capabilities (bridge-building and water-purifying) within the frames of the Prague agreement. During the manifestation of the defence supervision, the foundation of these capabilities makes it indispensable to work out the principles of military strategies and systems. These would create the conditions for participating and cooperating effectively in multi-national operations. The authors of the study demonstrate the changes that have occured in the objectives and task systems of engineer support, the potential tasks of engineer support and their content.

The decisions or plans determining the creation of the voluntary forces, the main directions of the long-term developments of the military define a military and human force structure entirely different from the present one. The key to this is to make a new basis for the security and the employment of the staff ie. human resources policies. The author evaluates the present human resources policies of the army and demonstrates a human resources strategy - including a human resources policy programme - which adjusts to market trends and makes up an important part of the long term development of the military.

The author, starting from the general situation of minorities and problems involved in the application of minority rights, demonstrates the situation of minority politics in Hungary, which basically focuses on the 'Roma situation'. The author goes into details about how the Hungarian Armed Forces takes its share in the tasks of improving the situation of the 'Roma' minority groups and improving their social integration.
