In our article we would like to propose some statistical solution to the problem of the changing the rales of bank products (deposits and loans) afler appearing market destabilisation factor such as changing the Central Bank loan rates. Due to the complexity of the problem we will focus on two alternative ways: application of game theory and application of Analytic Hierarchy Process (AHP). We will treat the described problem as a game with nature - with a goal of finding an optimal solution. Showing the application of the AHP method we will propose the use of a procedure based on two semi-dependant AHP models.

W pracy rozważany jest problem ustalania w sposób optymalny bankowych stóp procentowych. Do tego celu wykorzystano metodę optymalizacji wielokryterialnej (Analityczny Proces Hierarchiczny) oraz niektóre procedury teorii gier.

Opracowanie ma na celu przedstawienie idei budżetu obywatelskiego jako narzędzia aktywizującego mieszkańców i jednocześnie mającego poprawić efektywność wydawania pieniędzy przez samorządy terytorialne. Autor przedstawia podział, zadania oraz uprawnienia jednostek samorządu terytorialnego w Polsce według aktualnie obowiązujących aktów prawnych. W opracowaniu przedstawiono w sposób uproszczony proces uchwalania budżetu miasta oraz rodzaje wydatków. Autor porusza także problem podziału pieniędzy w budżecie obywatelskim na poszczególne obszary miasta; proponuje zastosowanie jednej z wielokryterialnych metod podejmowania decyzji – Analytic Hierarchy Process. Przedstawia jej założenia i algorytm; wykorzystuje ją do dokonania przykładowego podziału pieniędzy dla miasta Sosnowca. Dokonuje oceny skuteczności i racjonalności jej wykorzystania oraz porównuje otrzymane wyniki z wielkością środków ustalonych przez Urząd Miejski w Sosnowcu.

Nowadays, the Tunisian hospital environment is a complex organization in which the safety of the patient is of primary concern to the authorities. In our study we focus on the Obstetrics and Gynecology Department of CHU of Sfax. It should be noted that no risk management study dealt with the hospital logistic chain in this institution. Hence, the purpose of this paper is to develop a strategy targeting the control of risks related to the patient care activities. The proposed approach consists of two phases. First, a qualitative survey, based on 20 semi-structured interviews, is carried out to identify the problems related to care and logistic activities of the Obstetrics and Gynecology Department in CHU Sfax. Second, the assessment of the identified risks in the hospital context is a multicriteria decision problem. To perform the evaluation of the 12 objectives depending on the identified risks, we have chosen the AHP (Analytic Hierarchy Process) for its simplicity and flexibility. The results of this study revealed a complexity of coordination between basic and peripheral services due to several factors. Moreover, the interviewees highlighted the importance of developing a risk management strategy in the Obstetrics and Gynecology Department of Sfax. Finally, we proposed to apply our research in other services of the hospital to control other kinds of risk.

Hierarchical Structuring for the Olive Trees Irrigation Problem in Tunisia

The problem of choosing the best type of water for the irrigation of olive trees is one of the decisions that have a crucial impact on the water resource management. To solve this problem, we propose a multi-expert approach, implying several quantitative and qualitative criteria and combining the AHP method and Shannon’s entropy probability method. First, we use the AHP method to calculate all criteria weights for the various hierarchical levels as well as weights of the alternatives. Using the results obtained, we rank the types of water according to four experts. However, the data supplied by the experts are contradictory. We therefore combine these results according to the experts’ importance. We used Shannon’s entropy to determine the importance degree of each expert, to aggregate the results. The proposed approach showed that using well water was selected as the best for irrigation. Reuse of treated wastewater was classified as second, followed by desalinated brackish water and, next, by desalinated seawater.

Prezentowane opracowanie podejmuje problem preferencji mieszkaniowych osób młodych, zaspokajających swoje potrzeby mieszkaniowe poprzez rynek najmu lokali. Badania przeprowadzono wśród studentów Uniwersytetu Ekonomicznego w Krakowie w roku akademickim 2015/2016 r. Zakres badań obejmował obecną sytuację mieszkaniową oraz kryteria, jakimi kierują się studenci przy wyborze mieszkań na wynajem, w tym koszty najmu, lokalizację, standard mieszkania, dostęp do obiektów handlowych i usługowych oraz sąsiedztwo terenów zielonych i rekreacyjnych. Analizy danych ankietowych przeprowadzono przy wykorzystaniu metody AHP. Wyniki tej analizy pozwalają na wskazanie głównych kryteriów wyboru wśród studentów oraz określenia rankingu ważności cech ofert najmu.

The article is focused on the problem of housing preferences of young people, who used to meet their housing needs on the residential rental market. The survey was conducted on a group of students from Cracow University of Economics in the academic year 2015/16. The scope of the research included the current housing situation of respondents, as well as criteria weighed by the students when selecting an apartment, such as rental costs, location, the standard of dwelling, the access to shopping facilities and services and the accessibility of green and recreational areas. The collected data were analysed using the AHP method. The obtained results allowed to indicate the main attributes of housing premises in the decision-making process considered by students and to build the ranking of the features due to their importance for students.

W artykule przedstawiono praktyczne zastosowanie Analitycznego Procesu Sieciowego w rozwiązywaniu procesów decyzyjnych z zakresu zarządzania. Zaproponowany model ANP obejmuje wszelkiego rodzaju zależności oraz sprzężenia zwrotne między elementami decyzyjnymi, w obszarze zarządzania produkcją odzwierciedlając złożoność problemu decyzyjnego i rzeczywiste związki zachodzące zarówno pomiędzy czynnikami wewnątrz firmy jak też w jej otoczeniu. W pracy podkreślono możliwość wykorzystania opinii ekspertów, którzy nadali znaczenie (określili ważność) elementów decyzyjnych poprzez porównanie elementów parami, pozwalając na identyfikację czynników oraz ocenę ich wpływu na wzrost wielkości produkcji.

The article shows the practical application of the Analytic Network Process in solving decision problems from the field of management. The ANP Model proposed in this paper includes all kinds of dependencies and feedback between decision-making elements in the area of manufacturing management, reflecting the complexity of the problem and actual compounds that occur both between the agents within the company as well as in its surroundings. The paper emphasises the possibility of using experts’ opinion, who gave importance (specifying the validity) of decision-making elements using pairwise comparisons, allowing the identification of factors and the evaluation of their impact on the increase in the volume of production.

W niniejszym artykule przeprowadza się analizę wielokryterialną procesu decyzyjnego związanego z procedurami fuzji i przejęć w sektorze bankowym. W pierwszej części definiuje się motywy przeprowadzania tej procedury. Wskazuje się także wielorakość przyczyn dla obu stron transakcji. Przyczyny te analizowane są w dalszej części artykułu z wykorzystaniem metody AHP. W oparciu o tę metodę opracowano system kryteriów i subkryteriów, które wykorzystano w badaniach empirycznych obejmujących oddziały banków funkcjonujących na terenie Gdańska. Struktura hierarchiczna umożliwiła zdefiniowanie grupy modeli addytywnych procesu decyzyjnego. Główne wnioski z przeprowadzonych badań zawarto w zakończeniu.

This article conducts a multicriteria analysis of the decision-making process related to merger and acquisition procedures in the banking sector. The first part defines the motives behind this procedure. It also indicates the multiplicity of causes for both parties to the transaction. These reasons are analyzed in the further part of the article using the AHP method. Based on this method, a system of criteria and sub-criteria was developed, which was used in empirical studies involving branches of banks operating in Gdansk. The hierarchical structure made it possible to define a group of additive models of the decision-making process. The main conclusions of the conducted research were included in the end of the paper.
