Celem artykułu jest odpowiedź na pytanie, w jakim stopniu Azerbejdżan, Kazachstan oraz Rosja – kraje dotknięte zjawiskiem „klątwy surowcowej” – są konkurencyjne w handlu międzynarodowym, a także w jakim stopniu ich profil konkurencyjny jest determinowany przez posiadanie obfitych zasobów surowców mineralnych. W artykule wykorzystano dwa wskaźniki, tj. wskaźnik ujawnionych przewag komparatywnych Balassy (RCA) oraz wskaźnik relacji eksportowo-importowych Lafaya (LFI). Z przeprowadzonej analizy wynika, iż ogólny poziom konkurencyjności Azerbejdżanu, Kazachstanu oraz Rosji w handlu międzynarodowym jest niski, zwłaszcza w zakresie towarów wysokiej oraz średnio-wysokiej techniki, zaś jedyne przewagi komparatywne posiadają one w eksporcie towarów z grupy średnio- niskiej techniki. Sytuacja taka jest konsekwencją występującej w tych krajach „klątwy surowcowej”, która skutecznie wzmacniając surowcowy charakter tych gospodarek, obniża ich ogólny poziom międzynarodowej konkurencyjności.

Po zakończeniu zimnej wojny, Polska, Armenia, Azerbejdżan i Gruzja, będące u podstaw budowania demokracji oraz przy trudnych uwarunkowaniach wewnętrznych, podjęły ambitne działania polityczne, mające na celu zabezpieczenie najwyższego interesu państwa – bezpieczeństwa narodowego. W pierwszej części tekstu przedstawiono zarys kształtowania się polityki zagranicznej i bezpieczeństwa Polski po rozpadzie bloku sowieckiego. W tekście określono wpływ uwarunkowań geopolitycznych dla polityki zagranicznej i bezpieczeństwa. W części drugiej przedstawiono uwarunkowania geopolityczne Kaukazu oraz ich wypływ na politykę zagraniczną i bezpieczeństwa Armenii, Azerbejdżanu i Gruzji, w tym podobieństwa i różnice, prognozy dotyczące sytuacji geopolitycznej regionu oraz najważniejsze czynniki mogące warunkować zmiany. The article highlights the importance of analysis of the geopolitical context in the development of a state’s comprehensive foreign and security policy strategy in the case of Poland, Armenia, Azerbaijan, and Georgia. At the end of the Cold War, Poland and the mentioned countries of the South Caucasus, while laying the foundations of democracy in harsh domestic political environments, adapted and implemented ambitious policies aimed at securing the highest interest of a state - national security. The first part of the article presents a concise overview of Poland’s foreign and security policy strategy after the collapse of the Soviet bloc, describing it from a geopolitical perspective. The second part of the article presents an overview of geopolitical conditions of the South Caucasus region and their impact on foreign and security policies of its countries: Armenia, Azerbaijan and Georgia. This part reveals similarities and differences of the geopolitical issues between these countries, contains thoughts on the emerging geopolitical situation in the region, and identifies geopolitical factors, which may affect change in that regard.
The article’s aim is to identify the features of EU external energy policy. The author analyses the evolution of EU energy policy and ongoing energy transition, using the primary and secondary legislation and scientific literature. Particular attention is paid to the European Green Deal, which affects EU energy relations with third countries. Azerbaijan was chosen as the case of analysis, because this country is the one of important suppliers of the natural gas to the European Union. The author concludes that the Europeanisation of Azerbaijan through mechanisms of conditionality and externalisation is beneficial to both the EU and Azerbaijan, and this, in turn, will push Azerbaijan to follow the European Green Deal.

Celem artykułu jest identyfikacja cech zewnętrznej polityki energetycznej Unii Europejskiej. Autor analizuje ewolucję polityki energetycznej UE i trwającą transformację energetyczną, wykorzystując ustawodawstwo pierwotne i wtórne oraz literaturę naukową. Szczególną uwagę poświęcono strategii Europejskiego Zielonego Ładu, który wpływa na stosunki energetyczne UE z krajami trzecimi. Do analizy przypadku wybrano Azerbejdżan jako kraj będący jednym z ważnych dostawców gazu ziemnego do państw członkowskich UE. W konkluzjach autor wskazuje, że europeizacja Azerbejdżanu poprzez mechanizmy warunkowości i eksternalizacji jest korzystna zarówno dla UE, jak i Azerbejdżanu, a to z kolei może skłonić Azerbejdżan do podążania za Europejskim Zielonym Ładem.
This article presents the history and present-day functioning of the Nizami Museum of Literature in Baku, which is the capital of Azerbaijan. This museum also functions as a research institution and belongs to the structures of the Academy of Sciences of the Republic of Azerbaijan. As well as having permanent exhibitions devoted to Azerbaijani literature and its creators, it organizes conferences and runs its own publishing house, library and bookstore. It also collects and secures collections relating to literature, Azerbaijani writing and objects that once belonged to writers. It holds valuable manuscripts of Oriental writers. Located in a building that is one of the architectural symbols of Baku, the Nizami Museum of Literature is one of the places that are most frequently visited by tourists in the capital of Azerbaijan.

Artykuł prezentuje historię i współczesną działalność Muzeum Literatury im. Nizamiego w stolicy Azerbejdżanu – Baku. Instytucja ta ma jednocześnie charakter muzealny i naukowy, przynależąc do struktur Akademii Nauk Republiki Azerbejdżanu. Muzeum prezentuje wystawy stałe poświęcone literaturze azerbejdżańskiej, jej twórcom, jak również organizuje konferencje, prowadzi własne wydawnictwo, bibliotekę i księgarnię, gromadzi i zabezpiecza zbiory zarówno związane z literaturą, piśmiennictwem azerbejdżańskim, jak i przedmioty należące do pisarzy. Posiada cenne rękopisy dzieł pisarzy Wschodu. Mieści się w budynku będącym jednym z architektonicznych symboli Baku. Jest jednym z najczęściej odwiedzanych miejsc przez turystów w stolicy Azerbejdżanu.

Prezentuje tu najważniejsze fakty dotyczące współpracy Azerbejdżanu i wymienionych firm w dziedzinach: ekonomii, nauki i techniki, informacji i komunikacji oraz kultury i praw człowieka. W tekście są rozpatrywane także ogólne informacje na temat poszerzania współpracy Azerbejdżanu z firmami zagranicznymi w ramach programów współpracy międzynarodowej oraz aktualnie trwających projektów społeczno-ekonomicznych.
The aim of the study is to analyze the specifics of the conflict in Nagorno-Karabakh and its implications for the security of Azerbaijan. Thus, the genesis of the conflict, its subject and the peace process were determined. Azerbaijan saw the Karabakh conflict as a threat to its territorial integrity and independence, as well as its international role. The agreement of November 2020 can be treated as a success for Azerbaijan, as it legally sanctions the incorporation of most of the territory of Nagorno-Karabakh.

Celem opracowania jest analiza specyfiki konfliktu w Górskim Karabachu oraz jego implikacji dla bezpieczeństwa Azerbejdżanu. Określono tym samym genezę konfliktu, jego przedmiot oraz proces pokojowy. Azerbejdżan postrzegał konflikt karabaski jako zagrażający jego integralności terytorialnej i niepodległości oraz roli międzynarodowej. Porozumienie z listopada 2020 roku można traktować jako sukces polityki Azerbejdżanu, gdyż sankcjonuje prawnie przyłączenie większości terytorium Górskiego Karabachu.
Application of peaceful means of international disputes resolution in the Nagorno-Karabakh conflict Over twenty years ago the Armenians inhabiting one of Azerbaijani provinces declared constitution of a new state — the Nagorno-Karabakh Republic. Hence, the conflict over legal status of this region begun; formally the terrain belongs to Azerbaijan, but it remains under Armenian control. The international community multiplied attempts of mediation and created a Group of Minsk under auspices of OSCE especially for the purpose of resolution of the karabakhi dispute. However, any settlement wasn’t reached so far. Therefore, one may ask whether this conflict may be solved using diplomatic means of international disputes resolution?
Studenci, doktoranci i stażyści z Armenii, Azerbejdżanu i Gruzji rozpoczęli przyjazdy na studia i staże do Polski na przełomie XX/XXI w. Powodem były przemiany polityczne w Polsce, dzięki którym dostęp do polskiego rynku edukacyjnego stał się łatwiejszy, a oferta przygotowana przez polskie uczelnie atrakcyjniejsza. Duże znaczenie w zwiększeniu przyjazdów cudzoziemców do Polski miały nowe programy stypendialne stworzone na mocy bilateralnych umów rządowych, planów wykonawczych inicjatyw międzynarodowych tj. Partnerstwo Wschodnie oraz propozycji organizacji pozarządowych.

Students, doctoral students and trainees from Armenia, Azerbaijan and Georgia started arriving to study and for internships in Poland at the turn of the 20th and 21st century. The reason for that were the political changes in Poland, thanks to which the access to Polish education market has become easier, and the offer prepared by Polish universities more attractive. New scholarship programs, which were established under bilateral government contracts, implementation plans of international initiatives such as the Eastern Partnership and the proposals of NGOs, were crucial in boosting the arrivals of foreigners to Poland.

Cel: Celem artykułu jest: 1) syntetyczne przedstawienie prowadzonej w Azerbejdżanie, Kazachstanie oraz Rosji polityki w zakresie posiadanych mineralnych surowców energetycznych, 2) dokonanie szczegółowej analizy kształtowania się długookresowych przewag komparatywnych w eksporcie każdego z wymienionych krajów, 3) odpowiedź na pytanie, czy posiadana przez te kraje pozycja konkurencyjna jest konsekwencją prowadzonej polityki surowcowej (ceteris paribus). Metodyka badań: Przyjęto założenie, że pojawienie się lub znacząca poprawa przewag komparatywnych w eksporcie w dłuższym okresie może świadczyć o skuteczności prowadzonej polityki surowcowej. Dla określenia poziomu konkurencyjności Azerbejdżanu, Kazachstanu oraz Rosji w handlu międzynarodowym zastosowano wskaźnik ujawnionych przewag komparatywnych Balassy (RCA) oraz wskaźnik relacji eksportowo-importowych Lafaya (LFI). Wyniki badań: Struktura długookresowych przewag komparatywnych Azerbejdżanu, Kazachstanu oraz Rosji w handlu międzynarodowym nie zmienia się od lat, nie pojawiają się także nowe przewagi komparatywne, co świadczyłoby o poprawie konkurencyjności tych gospodarek. Prowadzona w tych krajach polityka surowcowa wzmacnia surowcowy charakter ich gospodarek, obniżając ogólny poziom ich międzynarodowej konkurencyjności. Wnioski: W zaistniałej sytuacji konieczne wydaje się podjęcie konkretnych działań nie tylko w ramach polityki surowcowej, ale także w polityce gospodarczej i strategii rozwoju Azerbejdżanu, Kazachstanu oraz Rosji, pragmatycznie nastawionych na modernizację i rozwój sektorów pozasurowcowych (co docelowo zwiększyłoby ich konkurencyjność) z wykorzystaniem do tego celu środków pochodzących z eksportu posiadanych surowców energetycznych. Wkład w rozwój dyscypliny: Włączenie się w nurt badawczy nad znaczeniem prowadzonej polityki surowcowej dla międzynarodowej konkurencyjności danej gospodarki, w szczególności w odniesieniu do wybranych poradzieckich gospodarek surowcowych, tj. Azerbejdżanu, Kazachstanu oraz Rosji. Zweryfikowanie hipotezy badawczej, zgodnie z którą prowadzona w Azerbejdżanie, Kazachstanie oraz Rosji polityka surowcowa w odniesieniu do mineralnych surowców energetycznych negatywnie oddziałuje na profile konkurencyjne tych gospodarek. Co więcej, realizowana polityka surowcowa prowadzi do wzmacniania surowcowego charakteru gospodarek tych krajów, obniżając ich ogólny poziom międzynarodowej konkurencyjności.

Objective: The objectives of this article are: 1) to briefly present the natural resources policies of Azerbaijan, Kazakhstan and Russia, 2) to thoroughly analyse the development of long-term comparative advantages in exports of each of these countries, 3) to determine whether their competitiveness (ceteris paribus) is a consequence of the natural resources policies they pursue. Research Design & Methods: It has been assumed that the emergence or significant long-term improvement of comparative advantages in exports may prove the effectiveness of the natural resources policy. To determine the international trade competitiveness (in terms of any comparative advantages possessed) of Azerbaijan, Kazakhstan and Russia, two indexes were applied: Balassa’s Revealed Comparative Advantage (RCA) Index and the Lafay Index (LFI) of international trade specialisation. Findings: The structure of long-term comparative advantages of Azerbaijan, Kazakhstan and Russia in international trade has not changed for years, nor have any new comparative advantages appeared, which would indicate an improvement in the competitiveness of their economies. Therefore, the natural resource policies they pursue further strengthens the resource-based character of their economies, thus reducing their overall international trade competitiveness. Implications / Recommendations: Given the present situation, it seems necessary for Azerbaijan, Kazakhstan and Russia to take specific measures not only in their natural resources policies, but also in their economic policies and development strategies, which should be pragmatically oriented towards the modernisation and development of non- -resources-based sectors (ultimately increasing their competitiveness) using the funds from exports of their energy resources. Contribution: The article contributes to the research on the importance of natural resource policy for international trade competitiveness, in particular with respect to selected post-Soviet natural resources-based economies, i.e. Azerbaijan, Kazakhstan and Russia. It verifies the research hypothesis that, given their energy resources, the natural resource policies pursued by Azerbaijan, Kazakhstan and Russia have a negative impact on the competitive profiles of their economies. Moreover, they further strengthen their resource-based character, thus reducing their overall international trade competitiveness.
Pozbawiona własnych złóż surowców węglowodorowych Gruzja zdana jest na import. Zaniechanie z przyczyn politycznych ich zakupów w Federacji Rosyjskiej oraz braki infrastrukturalne (w tym brak terminalu LNG) doprowadziły do faktycznej monopolizacji dostaw ropy naftowej i gazu ziemnego z Azerbejdżanu. Z powodów geopolitycznych Gruzja pozostaje dla Azerbejdżanu jedyną drogą eksportową tych surowców. Łatwy dostęp do nich – z racji zajmowania pozycji państwa tranzytowego – nie pozostaje bez wpływu na tempo transformacji energetycznej w Gruzji. Znacząco niższa niż należałoby się tego spodziewać dynamika rozwoju OZE z jednej strony, a z drugiej rosnąca na znaczeniu rola azerbejdżańskich spółek narodowych na rynku paliw ciekłych i gazu ziemnego w Gruzji są dostrzegalną konsekwencją powstałego status quo.

Georgia, deprived of its own hydrocarbon resources, relies exclusively on the import. It has abstained from purchasing those from the Russian Federation for political reasons, which, combined with the lack of LNG terminal infrastructure, has led to the factual monopolization of crude oil and natural gas supplies from Azerbaijan. For geopolitical reasons, Georgia remains the only export route for Azerbaijan for these resources. Easy access to those resources due to its position as a transit state has an impact on the tempo of energy transformation in Georgia. On the one hand, the significantly lower than expected dynamics of the development of renewable energy sources, and on the other hand, the growing role of Azerbaijani national companies in the market of liquid fuels and natural gas in Georgia, are visible consequences of the emergent status quo.
This article contains extensive analysis of the problem of the criteria for nominating candidates in elections in the system of protection of the rights of the Council of Europe, with particular reference to the ECHR judgement Tahirov v. Azerbaijan. The basic research will mainly cover the jurisprudence of international bodies protecting individual rights, with particular emphasis on the European Court of Human Rights and the Council of Europe’s Human Rights Commission, and reports from elections observation missions of the OSCE.

Podstawowe badania obejmą przede wszystkim orzecznictwo organów międzynarodowych chroniących prawa jednostki, ze szczególnym uwzględnieniem Europejskiego Trybunału i Komisji Praw Człowieka Rady Europy, oraz raporty misji obserwujących wybory OBWE.
Sworznie geopolityczne to jeden z elementów teorii opracowanej przez Zbigniewa Brzezińskiego w jego pracy pt.: „Wielka Szachownica”. Celem artykułu jest przeanalizowanie roli sworzni geopolitycznych w kontekście współczesnych stosunków międzynarodowych. Postawiona w artykule hipoteza badawcza zakłada, że sworznie są wciąż kluczowymi elementami w polityce międzynarodowej, a ich pozycja nie uległa zmianie. Analizie poddane zostają następujące kraje: Ukraina, Turcja, Korea Południowa, Azerbejdżan oraz Iran. Na podstawie zebranych materiałów i analizy wybranych dokumentów autor potwierdza znaczenie wszystkich pięciu sworzni geopolitycznych oraz przedstawia ich obecny, wciąż bardzo silny, wpływ na politykę zagraniczną w regionie, w którym się znajdują. Wszystkie kraje zakwalifikowane do kategorii sworzni, mimo braku wyraźnego potencjału gospodarczego lub militarnego stanowią ważny element polityki regionalnej często znajdując się na skrzyżowaniu najważniejszych punktów handlowych, gospodarczych oraz na linii styku wpływów różnych mocarstwo światowych jak Rosja, Chiny czy USA.

Geopolitical pivots are one of the elements of the theory developed by Zbigniew Brzezinski in his work "Great Chessboard". The aim of the article is to analyse the role of geopolitical pivots in the context of contemporary international relations. The research hypothesis in the article assumes that pivots are still a key element in international politics and their position has not been changed. It seems to be true for all the five pivots, namely Ukraine, Turkey, South Korea, Azerbaijan and Iran. Basing on the collected materials and analysis of selected documents, the author presents their current, still very strong, influence on foreign policy in particular regions. Despite the lack of economic or military potential, all countries are an important part of regional policy, often at the crossroads of major trading routes, and at the frontiers of various civilizations and world powers like Russia, China or USA
Przedmiotem artykułu są próby utworzenia związku państw na Kaukazie, realizowane wspólnie przez polityków kaukaskich w latach 1917–1940. Idea ta, mająca na celu przede wszystkim wspólną obronę przed utratą niepodległości, a następnie wspólną walkę o jej odzyskanie, została zrealizowana dopiero przez polityków kaukaskich na emigracji. W 1926 r. powstał Komitet Niepodległości Kaukazu, którego członkowie w 1934 r. podpisali Pakt Konfederacji Kaukaskiej i utworzyli Radę Kaukaską. Od 1925 r. politycy kaukascy współpracowali blisko z władzami polskimi w ramach tzw. ruchu prometejskiego, którego celem było utworzenie wspólnego frontu przeciwko Rosji/ZSRR, a tym samym władze polskie miały wpływ na utworzenie i częściowo na funkcjonowanie Konfederacji Kaukaskiej. The article focuses on the attempts to create a union of states in the Caucasus made collectively by Caucasian politicians in the years 1917–1940. This idea, the primary aim of which was joint defence against the loss of independence, and subsequently a joint struggle to restore it, was only possible to implement by Caucasian politicians in exile. The year 1926 saw the establishment of the Caucasian Independence Committee, whose members signed the Caucasian Confederation Pact in 1934 and formed the Caucasian Council. From 1925 on, Caucasian politicians cooperated closely with the Polish authorities as part of the so-called Promethean movement to create a common front against Russia/the USSR, and thus the Polish authorities influenced the creation and, to some extent, the functioning of the Caucasian Confederation.
The Nagorno-Karabakh War, which took place in 2020, is not only a local territorial-ethnic dispute, but also a game between the superpowers for influence in the South Caucasus. This is an important geostrategic region, as Zbigniew Brzezinski was already aware of when he laid out the rules of his "Grand Chessboard". The purpose of this work is to identify the catalysts for the outbreak of the Second Nagorno-Karabakh War and its winners and losers in geopolitical terms. In addition, the author describes the genesis of the conflict and its course from the beginning to the latest stage, as well as profiles and interests of the various players in the game for the South Caucasus - a mountainous, resource-rich region located at the crossroads of important trade routes and at the junction of geopolitical spheres of influence.

Wojna o Górski Karabach, jaka rozegrała się w 2020 roku, jest nie tylko lokalnym sporem terytorialno-etnicznym, ale także rozgrywką między mocarstwami o wpływy na Kaukazie Południowym. Jest to ważny region geostrategiczny, z czego sprawę zdawał sobie już Zbigniew Brzeziński, kiedy układał reguły swojej „Wielkiej Szachownicy”. Celem niniejszej pracy jest ustalenie katalizatorów wybuchu II wojny o Górski Karabach oraz jej zwycięzców i przegranych w ujęciu geopolitycznym. Students, doctoral students and trainees from Armenia, Azerbaijan and Georgia started arriving to study and for internships in Poland at the turn of the 20th and 21st century. The reason for that were the political changes in Poland, thanks to which the access to Polish education market has become easier, and the offer prepared by Polish universities more attractive. New scholarship programs, which were established under bilateral government contracts, implementation plans of international initiatives such as the Eastern Partnership and the proposals of NGOs, were crucial in boosting the arrivals of foreigners to Poland.

Studenci, doktoranci i stażyści z Armenii, Azerbejdżanu i Gruzji rozpoczęli przyjazdy na studia i staże do Polski na przełomie XX/XXI wieku. Powodem były przemiany polityczne w Polsce, dzięki którym dostęp do polskiego rynku edukacyjnego stał się łatwiejszy, a oferta przygotowana przez polskie uczelnie atrakcyjniejsza. Duże znaczenie w zwiększeniu przyjazdów cudzoziemców do Polski miały nowe programy stypendialne stworzone na mocy bilateralnych umów rządowych, planów wykonawczych inicjatyw międzynarodowych, tj. Partnerstwo Wschodnie, oraz propozycji organizacji pozarządowych.
Among Polish exiles who became fascinated with the Caucasus and explored them was Michał Andrzejkowicz-Butowt (ca 1816–1860), a graduate of the University of Vilnius. He spent as much as 18 years in the Caucasus, which enabled him to thoroughly explore this mountainous region (especially its Georgian and Dagestan parts). His forced stay in the region resulted in the two-volume Szkice Kaukazu (Caucasus sketches) (Warsaw 1859), an excerpt from which was published in the 1840s in the Athenaeum magazine by J.I. Kraszewski. Apart from this work, the only surviving writings of Butowt are his letters from the 1840s and 1850s written to Kraszewski and kept in the Jagiellonian Library (5 letters). Andrzejkowicz travelled for about 2,500 kilometres in the Caucasus. His Szkice reveal the author’s great fascination with mountain landscapes of Georgia, Azerbaijan and Dagestan. The several years spent in Shura in the 1840s and participation in military expeditions organised there enabled him to explore and describe in detail the highland wilderness of Dagestan and Chechnya. The Sketches document an interesting oronymic initiative by Andrzejkowicz: he gave the name of “new Olympus” to Mount Achymer (Russian Анчимер) above the village of Andi in western Dagestan (today probably Mount Bakhargan in the Andean Ridge near the border with Chechnya). Like other Caucasian exiles (e.g. Gralewski), the author of the Szkice Kaukazu saw the need for a precise, scientific, rational and cataloguing description of the Caucasus Mountains. The research was to be a continuation of the work of the scholar Jan Potocki, a pioneer of Polish research in this region of the world. Andrzejkowicz’s work reveals the scholarly aspirations of Polish Caucasian Romanticism and is an important contribution to the development of Polish Caucasian studies.
Azerbejdżanu i Kazachstanu nie należy postrzegać jako dwóch państw, które są bliskie sobie tylko ze względu na radziecką przeszłość. W rzeczywistości zamiszkujące Azerbejdżan i Kazachstan grupy etniczne – Azerowie i Kazachowie – pochodzą z większej rodziny narodów tureckich. Braterstwo azero-kazachskie datuje się od samych początków narodów tureckich, które rozprzestrzeniły się z Gór Ałtaju i zostało ugruntowane przez czynnik islamski. Mające wspólną granicę morską na Morzu Kaspijskim Azerbejdżan i Kazachstan są dla siebie ważnymi narodami. Azerbejdżan jest postrzegany jako pomost dający Kazachstanowi dostęp do Turcji i Europy, zaś Kazachstan oferuje Azerbejdżanowi połączenie z Azją Centralną i Chinami. Oba państwa przywiązują wielką wagę do swoich wzajemnych relacji, zarówno dwustronnych, jak i w ramach organizacji międzynarodowych. Relacje te stale się rozwijają i w przeciągu ostatnich dwudziestu pięciu lat trend ten nie zmienia się, ani nie napotyka żadnych przeszkód. Kazachstan uznał terytorialną integralność Azerbejdżanu, co stanowi dla Azerbejdżanu ważne osiągnięcie wobec obecnego konfliktu z sąsiednią Armenią. Oba kraje szybko osiągnęły nawet porozumienie w sprawie statusu prawnego Morza Kaspijskiego, podczas gdy w innych krajach nadmorskich podobnych porozumień nie udało się wypracować. Oba państwa są zainteresowane rozwojem korytarza transportu i energetyki Wschód–Zachód, pozwalającego wykorzystać ich korzystną lokalizację geopolityczną, dzięki której mogą służyć jako pomost między kontynentami.

Azerbaijan and Kazakhstan should not be seen as two states which are close because of their Soviet past. In fact, the titular ethnic groups of Azerbaijan and Kazakhstan – Azerbaijanis and Kazakhs – come from a greater Turkic family. Azerbaijani-Kazakh brotherhood takes its roots from the very origins of the Turkic peoples that spread from the Altai Mountains and has been cemented by the Islamic factor. Maintaining maritime borders through the Caspian Sea, Azerbaijan and Kazakhstan are important nations for one another. Azerbaijan is seen as a bridge for Kazakhstan to access Turkey and Europe, while Kazakhstan offers Azerbaijan routes to Central Asia and China. The two countries attach great importance to their mutual relations, both bilateral and within various international organizations. These relations have only increased and not experienced any downturns or problems in the past 25 years. Kazakhstan recognized the territorial integrity of Azerbaijan, which is an important deal for Azerbaijan in its current conflict with neighboring Armenia. The countries even reached an agreement on the legal status of the Caspian Sea quite rapidly, while similar accords are still absent with other littoral countries. They are both interested in developing an East-West transport and energy corridor, enjoying a favorable geopolitical location that could serve as a bridge between the continents.
The aim of the article is to examine the foreign policy approaches and interests of three regional powers – Iran, Russia and Turkey before the Second Karabakh war in 2020. The study argues that dissatisfaction with the results of the conflict, forced these countries to further advance their interests in the region through cooperation and regional influence by soft power rather than waging an unpredictable geopolitical confrontation. The study is based on the methods of foreign policy analysis and comparative analysis of political discourse of the three regional powers in application to the Nagorno-Karabakh conflict using the Great Power Management (GPM) approach of the English School of International Relations. The study puts forward the idea that the predominance of the national interests of Russia, Turkey and Iran, disguised with ideational concepts in the framework of the GPM is fundamentally different from the principles of multilateralism, driven by the European Union and the West within the liberal paradigm of resolving the Nagorno-Karabakh conflict.

Celem artykułu jest zbadanie interesów i podejść w polityce zagranicznej trzech mocarstw regionalnych – Iranu, Rosji i Turcji na tle konfliktu w Górskim Karabachu w 2020 roku. W badaniu autor weryfikuje tezę, że w efekcie konfliktu ww. państwa zmieniły metody realizacji swoich interesów w regionie na współpracę opartą o instrumenty soft power. Tym samym odeszły od prowadzenia nieprzewidywalnej konfrontacji geopolitycznej. Badanie opiera się na metodach analizy polityki zagranicznej i analizy porównawczej dyskursu politycznego trzech mocarstw regionalnych w zastosowaniu do konfliktu w Górskim Karabachu z wykorzystaniem podejścia Great Power Management (GPM) angielskiej szkoły stosunków międzynarodowych. Autor dochodzi do wniosku, że dominacja interesów narodowych Rosji, Turcji i Iranu, zamaskowana ideowymi koncepcjami w ramach GPM, zasadniczo różni się od zasad multilateralizmu, którymi kieruje się Unia Europejska w ramach liberalnego paradygmatu rozwiązywania konfliktu w Górskim Karabachu.
