After 1989, as sociologists, political scientists, columnists and other observers unanimously claim, it has not been possible to implement and consistently apply meritocratic rules of filling public posts. A major role is still played by such criteria as political affiliation or candidates' personal relations. The above-described situation is an interesting puzzle of system transformation. Introducing the rules of the free market and political pluralism should contribute to a radical change of mono-centric rules of post filling, well established in the system. The changes, however, were neither of radical nor consistent character. The purpose of the article is pointing out and explaining the most significant barriers of the institutionalisation of new rules of selecting managing personnel in the public sector. The author presents arguments supporting the thesis that the rules of personnel meritocracy, as a social, cultural, political and organisational innovation, 'clash' with other commonly accepted and established rules. They are perceived as a threat to significant values and interests, hence the expression of the 'spectre' of personnel meritocracy used in the title. The study is a synthetic presentation of assumptions conveyed in a publication currently under preparation. These result from complex research (including, among others, the analysis of the public discourse, documents, interviews with candidates for public posts and decision-makers) conducted in the years 2008-2009. The article is composed of four parts. In the first one, the author explains key terms, justifies the choice of the topic and formulates the thesis concerning barriers of the institutionalization of meritocratic rules of management post filling in the public sector in Poland. In the remaining parts, the author presents arguments in favour of the assumed thesis, relating consecutively to selected dimensions of institutionalisation.
