In the last years the disability has become one of the most important social issues in the countries of the European Union. The number of the disabled people has been growing up. This fact has got an influence on the increased costs of the social benefits. That is why the politics of many countries towards the disabled has changed significantly - it has improved from the basic medical care to the more advanced forms of rehabilitation, supporting and education of the disabled people. Germany is a good example of a country which basic aim of the social politics is to prevent the social exclusion of the disabled. In Germany there are laws which enable the disabled person to take more "aware" part in the social life - each disabled person has got the right to achieve financial support as "the own budged". The aim of the paper is to show the solutions used in Germany, which can be the example for the other countries, including Poland. "The own budged" is the solution, which could have a positive influence on the rise of the activity of the disabled people in Poland not only in the social, but also in the cultural, educational and work field.
