What are the primary drivers of the relationship between Xi’s China and Lukashenko’s Belarus? The present research paper uses the historical process-tracing method to provide an answer to this question. Furthermore, it uses quantitative data analysis regarding the economic intercourse between Belarus and China. It examines whether China’s opposition regarding the unipolar American-led world order and Belarus’s security concerns are the primary drivers of the relationship between Minsk and Beijing. The present article concludes that the congruence of beliefs and Minsk’s desire to ensure survival are drawing the two countries closer together. China’s new strategy encompasses Beijing’s increasing participation in world affairs. China opposes the world order led by a single hegemon, the United States of America. In the interim, Belarus, a relatively weak state insignificant in the global balance of power, shares Beijing’s beliefs about the desired nature of the contemporary world order. However, the Belarusian economy’s condition, which relies heavily on external funding, does not allow the economic cooperation between Minsk and Beijing to thrive. China gradually increases its engagement with Belarus, yet it obscures its ambitions, for Minsk lies in Moscow’s sphere of influence.
Inicjatywa Pasa i Szlaku stwarza możliwości jak i wyzwania dla regionu Azji Centralnej. Inwestycje infrastrukturalne wraz z rozwijającymi się połączeniami kolejowymi przybliżają ten region do Europy. Chińska inicjatywa wiąże się z koncepcją budowania strefy wpływów w regionie Azji Centralnej i stopniowego wypierania innych partnerów w tym państw Unii Europejskiej. W przygotowywanej nowej strategii UE wobec Azji Centralnej należy uwzględnić znaczenie Nowego Jedwabnego Szlaku z jego pozytywnymi jak i negatywnymi uwarunkowaniami.

China’s Belt and Road Initiative is both an opportunity and challenge for Central Asian countries and the European Union. As an initiative announced in Astana, it may make Europe closer to Asia through railway connections. Its scope, proposed infrastructural investments and different connections and routes, additional initiatives and diplomacy suggest OBOR is in line with the global Chinese strategy.
Szlak jedwabny od czasów starożytnych do wczesnego średniowiecza był głównym szlakiem handlowym łączącym Chiny z Europą i Bliskim Wschodem. Chiny zapowiedziały w roku 2013 rewitalizację tego szlaku dla intensywnego wsparcia swojej gospodarki. Zamierzają one przeznaczyć ok. 113 miliardów euro na infrastrukturę nowych tras handlowych do Europy, Azji i Afryki. Pojawiają się jednak obawy, że Chiny będą chciały w ten sposób rozszerzyć przede wszystkim swój wpływ na gospodarkę światową. Podkreśla się, że nikt nie chce Chinom zabronić budowy infrastruktury, lecz chodzi raczej o współpracę, która byłaby ekonomicznym sukcesem dla wszystkich stron. Z tego względu plany Australii, Stanów Zjednoczonych, Indii i Japonii w kierunku zachowania określonej równowagi, należy postrzegać raczej jako alternatywę niż jako konkurencję do nowego jedwabnego szlaku.

In this research work, the author focuses on the analysis of the directions of development of the new Chinese ‘Belt and Road Initiative’ (BRI) or ‘One Belt, One Road’ (OBOR) as a project launched by China to develop countries and improve global connectivity. First unveiled in 2013 by Chinese President Xi Jinping, the initiative continues to grow in scale and popularity. The initiative is focused on creating networks that will allow for a more efficient and productive free flow of trade as well as further integration of international markets both physically and digitally. BRI is comprised of the ‘21st Century Maritime Silk Road’ and the ‘Silk Road Economic Belt;’ together they will connect more than 65 countries making up over 62% of the world’s population, around 35% of the world’s trade and over 31% of the world’s GDP. It will take the form of a series of highways, railways and ports as well as facilities for energy, telecommunications, healthcare and education. It must be emphasized that the initiative merges both the land-based Silk Road (from China via Central Asia to Turkey and the EU) with the Maritime Route (via the Indian Ocean and Africa to Europe). Both routes were created with the intention of developing transportation infrastructure, facilitating economic development and increasing trade. This 21st-century initiative is not merely for China to romanticize its historical legacies: it carries major strategic economic and geopolitical calculations. The EU must decide now if and how to engage in these emerging processes. The main aim of the article is to present the directions of development of the new Chinese ‘Belt and Road Initiative’ (BRI) as a project, launched by China to develop countries and improve global connectivity.
As a result of the growing status of the People’s Republic of China in the international arena, the self-interest and principles of the foreign policy of this state are changing. In only a few regions of the world, this transformation is as visible as in the Middle East. In the 21st century, China’s engagement in this area was growing dynamically due to three processes: development of the Chinese economy, Beijing’s increasing great-power ambitions and rising instability after the outbreak of the Arab Spring. Strategic goals, which are results of those processes, includes a search for natural resources, promotion of own international initiatives among nations from the region and attempt to resolve local security issues. Nevertheless, growing engagement causes dilemmas, which China has not encounter beforehand. The most important of them is maintaining neutrality in case of confl ict between diff erent partners.

Wraz z rosnącym statusem Chińskiej Republiki Ludowej na arenie międzynarodowej zmieniają się interesy oraz założenia polityki zagranicznej tego państwa. W niewielu regionach świata ta transformacja jest równie widoczna jak na Bliskim Wschodzie. W XXI wieku zaangażowanie Chin na tym obszarze rosło dynamicznie się z powodu trzech procesów: rozwoju chińskiej gospodarki, rosnących ambicji mocarstwowych Pekinu oraz zwiększenia się niestabilności regionu po wybuchu Arabskiej Wiosny Ludów. Wynikające z tego cele strategiczne obejmują pozyskiwanie surowców naturalnych, promowanie własnych inicjatywach międzynarodowych wśród państw regionu i próbę rozwiązania lokalnych problemów bezpieczeństwa. Wrastające zaangażowanie rodzi jednak dylematy, z którymi Chiny się wcześniej nie stykały. Najważniejszym z nich jest zachowanie neutralności w sytuacji konfliktu pomiędzy różnymi partnerami.
The aim of the article is to analyze the changes in China’s foreign policy in 2012–2019. Two research questions were set: How has the normative sphere of Chinese foreign policy changed after 2012? Is the change confirmed by specific actions by China in the international system? The theory of neoclassical realism was adopted as the theoretical framework. The method of qualitative analysis was applied, and the case study was taken on. During Xi Jinping’s rule, China abandoned the keep a low profile concept in favor of a striving of achievement policy (fen fa you wei) that would reach concrete benefits. New concepts of China’s foreign policy have emerged, such as: “a new model of relations between superpowers”, “peripheral diplomacy”, or “a new concept of Asian security”. However, these are rather reinterpretations of earlier ideas. Not all of these assumptions have been realized. China has failed to build relations with the United States on the basis of the concept of a “new model of relations”. And China’s aggressive postures in the East China Sea, South China Sea, or towards Taiwan are increasing concern. The Belt and Road Initiative appears to be not only a manifestation of China’s “peripheral policy” but also a challenge to the United States. Assertive and more determined in using hard power measures China may be considered the threat rather than the responsible power. Maybe, the significant changes in the international system are beginning.

Celem artykułu jest analiza zmiany w polityce zagranicznej Chin w latach 2012–2019. Postawiono dwa pytania badawcze: W jaki sposób zmieniła się sfera normatywna chińskiej polityki zagranicznej po 2012 r.? Czy zmianę potwierdzają konkretne działania Chin w systemie międzynarodowym? Jako perspektywę teoretyczną przyjęto teorię realizmu neoklasycznego. Przyjęto metodę analizy jakościowej, a jako formę – studium przypadku. W czasie rządów Xi Jinpinga Chiny porzuciły strategię keep a low profile na rzecz bardziej aktywnej polityki (fen fa you wei), która miała pomóc osiągnąć konkretne korzyści. Pojawiły się nowe koncepcje polityki zagranicznej Chin, takie jak: „nowy model stosunków między mocarstwami”, „dyplomacja peryferyjna”, czy „nowa koncepcja bezpieczeństwa azjatyckiego”. W dużej mierze są to jednak reinterpretacje wcześniejszych idei. Nie wszystkie te założenia zrealizowano. Chinom nie udało się ułożyć relacji ze Stanami Zjednoczonymi, które opierałyby się na koncepcji „nowego modelu relacji”. Coraz większe obawy budzi agresywna postawa Chin na Morzu Wschodniochińskim, Południowochińskim, czy wobec Tajwanu. Natomiast inicjatywa Pasa i Szlaku wydaje się być nie tylko przejawem chińskiej „polityki peryferyjnej”, ale także wyzwaniem rzuconym Stanom Zjednoczonym. Asertywne Chiny, które śmielej korzystają dzisiaj z środków z zakresu hard power, mogą być raczej uważane za zagrożenie niż odpowiedzialne mocarstwo. Może to oznaczać początek znaczących zmian w systemie międzynarodowym.
