Dynamiczny rozwój miast oparty na znaczeniu samochodu w zaspokajaniu potrzeb przewozowych prowadzi do ograniczania mobilności, wzrastają także koszty zewnętrzne generowane przez system transportowy. W rozwiązaniu tego problemu pomaga koncepcja zrównoważonej mobilności, w której potrzeby przewozowe ograniczane są na etapie planowania rozwoju przestrzennego, a następnie zaspokajane przez transport zbiorowy oraz rowery i przejścia piesze. Równoważenie mobilności wymaga podejścia systemowego i stosowania różnych instrumentów. Jednym z nich jest cena usług publicznego transportu zbiorowego, w tym bezpłatny transport zbiorowy (taryfa zerowa) w miastach. Celem artykułu jest ocena wpływu wprowadzenia taryf zerowych na zachowania komunikacyjne, a w szczególności racjonalności hipotezy, że instrument ten działa silnie bodźcowo na równoważenie mobilności. Artykuł przygotowano na podstawie przeglądu literatury oraz analizy przypadku Żor, gdzie wprowadzono bezpłatny transport miejski.

The dynamic development of cities based on the role of the car in addressing transport needs leads to a reduction of mobility, as well as to an increase of external costs generated by the transport system. This problem can be solved thanks to the sustainable mobility concept, in which transport needs are limited at the stage of planning spatial development, and then covered by public transport, as well as by cycle and pedestrian journeys. Sustainable mobility requires a systematic approach and application of various instruments. One of them is the price of public transport services, including the keenly discussed proposal of introducing free-fare public transport in the cities. However, the effects of making such decisions are multidirectional and long-term, whereas the arguments justifying the efficiency of free-fare urban transport in sustaining mobility are not unambiguously confirmed by scientific research. The main purpose of this article is the impact of free fare public transport (FFPT) on communication behaviors and in particular on balancing mobility.
