The aim of this article was an attempt to specify a relation between the financial situation of the commune and its functional type based on the example of chosen communes from the Poznań district, such as: Kleszczewo, Komorniki and Puszczykowo. The analysis of their liquidity, debt, financial independence and attractiveness. The primary data sources were the reports on implementation of the budgets of the communes reported for the years 2007-2009. It was found that rural commune oriented at the industrial development (Komorniki) was in the best financial situation, and the agricultural commune (Kleszczewo) was in a considerably worse situation and the least was the service and tourist commune Puszczykowo, in which the possibilities of free zones’ management are slowly getting exhausted. The communes do not have the liquidity problems during the analysed period, their total debt does not exceed 40% (at acceptable 60%), with (in the most) growing financial independence associated with discretionary powers on revenue and expenditures, however, they have different attractiveness describing their ability to develop, and attract the investors and inhabitants.

The paper is a trial of application of analytical hierarchy process to evaluation of importance of strategic factors and choice of scenario of development in commune. The Analytic Hierarchic Process is one of the mathematics methods elaborated by Saaty and it can be used for solving of multi-criteria decision problems. Decisions problem is presented as a hierarchic tree, where on the top is a main goal, basic goals and attributes are on lower levels, while possible decisions (scenarios of development) are on the lowest level in the hierarchy. On respective levels, elements are pairwise compared by local experts. Next priorities of each element are estimated. The highest value of this one is considered as the best and suggested for using. The proposed procedure was employed to programming of sustainable development in commune Tarnowo Podgórne in wielkopolska province. Study showed that the most important secondary goal for commune Sompolno was support economic development. The development of technical infrastructure was second important secondary goal. The smaller meanings had the goals the relating protections of natural environment as well as the development of social services. Among activities for the most important the councillors recognise the creating of conditions to development of nonagricultural functions of area, extension of sewage net, delimitation the terrains under investments and the supplement of spatial plans as well as the development of storage and the food processing. However the for least essential in achieving main aim councillors recognise activities connected with development of social services. The most important scenario according to councillors of commune Sompolno was scenario connected from support agribusiness. Two other scenarios, supporting nonagricultural activity as well as service, tourism and agriturism they had similar validity. Therefore scenario for commune Sompolno should concern sustainable and the multi-functional development.

The aim of the paper is to determine the role of EU funds in the achievement of development goals formulated in the strategies of rural communes. For the purpose of research the authors of the paper chose five communes from the region of Lower Silesia, which have a high share of areas legally protected because of their great natural value. The activity of the communes' authorities in respect of obtaining EU funds has been analyzed and assessed, basing on budget incomes and expenditures as well as the level of indebtedness. The characteristic features of persons engaged in the obtaining of financial means from EU funds have been also determined. The opinions of the communes' inhabitants concerning the activity of local authorities in favor of development have been also gathered.

The article concerns the geographical identification of the phenomenon of emigration from Poland in the last two decades. This is done on the level of communes - the most precise spatial scale available. The analysis has identified the regularities in spatial distributions of communes with respect to their socio-economic and functional specificity. Basic geographic areas of emigration have been recognized (Warmia and Mazury, North Podlachia, the Sudetenland, Opole region and Upper Silesia, Podhale, Sandomierz region, Subcarpathian). The analyses were carried out based on available public statistics comprising residence registry data as well as data from the national census (mainly 2002). The research showed a relatively high spatial correlation of outflows registered as permanent and temporary. This generally indicates the usefulness of both types of data for migration analysis (despite the fact that administrative records register incidence of actual emigration abroad only partially, they reflect basic spatial variations and regularities). The obtained results are also an evidence of existing interdependencies between pendular migration and permanent outflow.
