Academic centres are a part of bigger system, which include agencies responsible for the functioning of higher education or agendas regulating job market activity. Within each system, for its proper functioning, relations allowing exchange of information should occur as they guarantee success and further efficient functioning of the system. Employers' requirements are still growing; nowadays it is not enough to have a university degree. Vital role is played by graduates' competencies, such as creativity or ability to cooperate in a group. There are increasingly more graduates who are aware that the technological development coerces a constant adaptation to new conditions and forms of work, which, consequently, is connected with continuous improvement of one's qualifications. Therefore, there are great hopes about ESCO - a new initiative of the European Commission, which aims at developing common taxonomy of competencies and professions. In the article the authoress discusses the significance of knowledge in the process of lifelong education. The paper focuses also on the role of ESCO in connecting education world with job market as well as on promoting an approach based on the development of competencies among prospective employees.
Over the period of twenty years the Constitution of the Slovak Republic underwent extensive changes, which manifested themselves among the others in the constitutional position of the President. The author points out problems that influenced the division of power in the relationship of the head of the State to the parliament, the government and the judiciary. The Constitution of the Slovak Republic No. 460/1992 Coll. showed several conceptual deficiencies that were not adequate to the parliamentary form of government and the others that required specification to avoid problems with its application. The amendments of the constitution from the years 1998 – 2010 were implemented in order to remove these deficiencies. The author also offers some suggestions de lege constitutione for the purpose of legal regulation of the competences of the President in his neutral position. The author regards as inappropriate the amendment of the constitution through the Constitutional Act No. 356/2011 Coll. which provides that in case of loss of trust in national government the President may grant the prior consent to some of the competences entrusted with the national government until the appointment of a new government.
Social abilities are real entities, which are usually called resources in sociological literature. In the author's interpretation, the entities expressed in the concepts of social power and social capital are made up of social abilities. However, in the present paper he only deals with the concept of social ability and the types of social abilities; but he does not make an attempt at determining the concepts of social power and social capital based on the concept of social ability. The author first typifies acting abilities and determines the concept of social ability as a special type of acting ability. Then he makes a distinction between pure-institutional and personal social abilities, as well as social qualifications and exclusive information within social abilities. Analysing these types he points out the nature of social abilities. The present paper is published in two parts. In the first part the author analyses pure-institutional social abilities, and in the second part he deals with personal social abilities, social qualifications and exclusive information.
