Implementacja pakietu CRD IV/CRR – konsekwencje dla sektora banków spółdzielczych w Polsce (wybrane zagadnienia)

Współczesny kryzys finansowy spowodował zaostrzenie przepisów dla sektora finansowego. Pakiet CRD IV/CRR wprowadził nowe rozwiązania m.in. w zakresie płynności i wymogów kapitałowych. Również sektor bankowości spółdzielczej w Polsce jest zobligowany do implementacji zmodyfikowanych przepisów. Artykuł prezentuje proces dostosowania przepisów krajowych związanych z funduszem udziałowym oraz normami płynności. Proces legislacyjny w zakresie funduszu udziałowego dotyczył kwestii zaliczenia go do kapitału podstawowego najwyższej jakości Tier 1. W kwestii spełnienia norm płynnościowych, nowe ustawodawstwo wprowadziło zmiany modelu funkcjonowania bankowości spółdzielczej w postaci systemu ochrony instytucjonalnej lub zrzeszenia zintegrowanego.

The contemporary financial crisis caused tightening of the provisions for the financial sector. The CRD IV/CRR package has implemented new solutions related to financial liquidity and capital requirements. The sector of the cooperative banking in Poland is also obligated to the implementation of modified provisions. A process of adapting national provisions associated with the shareholder fund and norms of the liquidity is introducing in the article. The legislative process in the shareholder fund concerned the issue of ranking it among the share capital of Tier best quality 1. New regulations introduced also the new co-operative banking model in the form of Institutional Protection Scheme (IPS) or integrated association.
