Protection of civil society in national security system is one of the most important parts of it. Poland became to build some elements of civil defense in the beginning of XX century as a result of 1st World War. Polish system evolved and finally on 2007 transformed to crisic management system, which is still only a small part of similar system in European Union and NATO. Our legal system and organization must be adapted to present threats for political, economy and social system. It’s very important to build new solutions for unpredictable asymmetrical threats connected with every part of our life.

Poland's accession to the North Atlantic Treaty Organisation (NATO) and the European Union (EU) influenced the shape of the crisis management system in Poland. In view of the numerous problems highlighted during dangerous events, several initiatives were taken to build a modern crisis management system. The draft law developed by Józef Płoskonka and Professor Mirosław Stec at the Institute of Public Affairs (ISP) provided the foundation for the current solutions. The Crisis Management Act, which was finally adopted in 2007, draws heavily on the principles found in the draft created at the ISP.

In article the maintenance of anti-recessionary management of the enterprises personnel is offered, administrative actions at its basic stages are recommended. The system of the factors influencing organizational behavior of workers of the enterprises in crisis conditions is defined. Variants of effective models of behavior of the enterprises in the conditions of crisis are recommended.

The present paper calls attention to such novel and individual initiatives existing in various parts of the world, that have a common feature, namely that they build on co-operation, on the mutual consideration of diverging points and interests and on looking ahead. On the other hand, they manage the given economic, social and environmental problems more efficiently than the traditional systems and tools. The paper warns that the current crisis does not postpone but makes the implementation of these types of innovations more urgent.

The factors that threaten human safety factors include the quality managing persons of crisis situations. A particularly important aspect of dealing with threats is the selection of employees for their personal predisposition to work in managerial positions. Proper cast these jobs is a condition for effective and efficient management of the entire system during the crises. Although it is difficult to create a perfect selection system, it is worth to seek creation of such conditions of recruitment of new employees and monitoring the work already employed to ensure the sound management of crises in emergency situations. This is essential for the safety, protection of human life and property. The author introduces the weight theme of personal characteristics and abilities that affect the quality of management. He also analyzes the issue of personal maladjustment symptoms, which can have negative effects on the functioning of the entire system.
