W artykule zaprezentowano stosowane w Polsce wewnętrzne transfery pieniężne oraz pożyczki udzielane ze środków budżetu państwa. Krytycznie oceniono pożyczki udzielane dla Funduszu Ubezpieczeń Społecznych, za zasadne uznając pożyczki udzielane jednostkom samorządu terytorialnego.
