Artykuł jest pokłosiem badania przeprowadzonego wśród osób, które uczestniczyły w projektach Centralnej Komisji Egzaminacyjnej (CKE). Projekty te miały na celu wypracowanie propozycji rozwiązań różnych elementów procesu egzaminowania. Natomiast celem badania było zebranie informacji, które pozwolą wskazać idee leżące u podstaw reform edukacji realizowanych dotychczas w Polsce. Badani uczestnicy projektów CKE nazywali przygotowywaną reformę modernizacją przede wszystkim w celu podkreślenia ciągłości zmian oraz uzyskania akceptacji środowiska nauczycielskiego. Byli przekonani, że zmiany nie mogą być rewolucyjne. Na podstawie ich wypowiedzi można stwierdzić, że głównym motywem skłaniającym do reform było powszechne przekonanie o konieczności zmian zarówno w formie samych egzaminów, jak i w sposobach egzaminowania. Temu przekonaniu towarzyszyło postrzeganie dotychczasowej formuły egzaminu maturalnego jako dysfunkcjonalnej. To z kolei, zdaniem osób biorących udział w badaniu, jest spowodowane zmianami w sferze komunikacji i rozwojem nowych technologii komunikacji.

This article presents results of the interviews with people involved in projects run by The Central Examination Board aimed at the developing new approaches to different aspects of the examination process. The purpose of this research was to gather information that would allow to characterize the ideas underlying the reforms of the educational system recently carried out in Poland. In order to obtain the approval of the teaching profession and to emphasize the continuity of changes, interviewed participants of the Central Examination Board’s projects consider the reforms to be a modernization. They were convinced that changes in the educational system cannot be revolutionary. It seems that the main motive force for conducted reforms was a widespread recognition of the need for changes in both the form and methods of examination. Additionally, the current formula of the matriculation exam was perceived as dysfunctional. According to interviewed people, this was caused by the development of new communication technologies.

Two Decades of Examination System in Education – External Verification of Students’ Achievements The system of external examinations, which verify the fulfilment of the requirements set out in the core curriculum, was introduced as a result of the education reform in 1999. In 2016, as a result of the liquidation of middle schools and transformation of six-year elementary schools into eight-year schools, and secondary schools into four or five-year schools, the structure of external examinations has changed. That is why NIK, one more time, has evaluated the functioning of the system and its impact on the quality of education. The author of the article, on the basis of the results of the latest audit and of the previous ones, presents a critical pinion on the examination system: it was tailored to the education system that was introduced twenty-one years ago, but after the first successful decade, it is no longer innovative and does not meet the current needs. The amount of PLN 245,748,600 that was spent on the examina tion system in the years 2007–2013 did not, unfortunately, lead to its modernisation.

Egzaminy zewnętrzne stanowią jeden z podstawowych elementów polskiego systemu oświaty, dzięki któremu poznajemy efekty kształcenia. Mogą też oddziaływać na kwestie programowe czy zarządzanie. Pomimo istotnych nakładów na modernizację ich systemu, po dwudziestu latach funkcjonowania wymaga on istotnych zmian. Dowodzą tego wyniki systematycznie przeprowadzanych kontroli NIK.
