Celem artykułu jest przedstawienie sposobu funkcjonowania systemu instrumentów regulacji rynków rolnych w krajach członkowskich UE, z uwzględnieniem ewolucji tego systemu od całkowitego wykluczenia roli rynku, poprzez administracyjne ustalanie cen do stanu obecnego, kiedy nastąpiła zmiana sposobu interwencji i rynek jest w znacznie mniejszym stopniu regulowany. Na podstawie przeprowadzonej analizy dynamiki produkcji i eksportu wybranych produktów rolnych można stwierdzić, że reformy wspólnej polityki rolnej (WPR) przyczyniły się do wyhamowania tempa wzrostu produkcji i eksportu, zwłaszcza na rynkach zbóż, wołowiny, mleka, oraz do ustabilizowania rynków rolnych.

The aim of the article is to present the functioning of a system of instruments addressed to regulate agricultural markets in the EU member states, taking into account the evolution of the system from total exclusion of the role of the market through fixing prices in an administrative way to the present situation, when the market is much less regulated and a variety of changes in the intervention methods has been introduced. On the basis of conducted analysis of the dynamics of production, and exports of selected agricultural products it can be concluded that reforms of the common agricultural policy (CAP) have contributed to the slowdown in production and exports, particularly on the markets for cereals, beef and milk and have helped to stabilize agricultural markets.
