Polityka rynku pracy w Polsce na rzecz grup problemowych w kontekście zmian w przepisach prawa

Podstawowym celem opracowania jest przedstawienie najnowszych regulacji rynku pracy wprowadzonych nowelizacją Ustawy o promocji zatrudnienia i instrumentach rynku pracy (tekst jedn. Dz.U. 2013, poz. 674 z późn. zm.). Analiza kierunków zmian przepisów prowadzona jest w kontekście ich potencjalnego wpływu na grupy będące w szczególnie trudnej sytuacji na rynku pracy, tzw. grupy problemowe. W związku z tym scharakteryzowano tendencje w poziomie i strukturze bezrobocia m.in. wśród osób młodych do 25. roku życia, starszych (50+) oraz osób długotrwale bezrobotnych. Badaniem objęto dane statystyczne pochodzące z opracowań Departamentu Rynku Pracy Ministerstwa Pracy i Polityki Społecznej, Eurostatu, informacji ze sprawozdawczości urzędów pracy oraz materiałów ośrodków badawczych analizujących rynek pracy z lat 2010-2013. W świetle zaprezentowanych danych uzasadniona wydaje się przyjęta w artykule teza, że szczególnie trudna sytuacja badanych grup na rynku pracy wymaga licznych, konsekwentnie prowadzonych działań i programów z zakresu aktywnej polityki instytucji tego rynku, wspartych odpowiednimi regulacjami prawnymi.

The primary objective of this paper is to present the latest labour market regulations introduced by way of an amendment to the act on promotion of employment and labour market instruments (consolidated text, Journal of Laws of 2013, item 674, as amended). The analysis of the directions and trends in changes in the regulations is carried out in the context of their potential impact on the so-called problem groups, being in a particularly difficult situation in the labour market. Therefore, the tendencies in the level and structure of unemployment among , inter alia, the young people under 25 years of age, the elderly (50+) and unemployed for a long time were characterized. The study includes statistical data derived from the studies by Labour Market Department of the Ministry of Labour and Social Policy, Eurostat, as well as the information from the Labour Offices reports and the data collected by the research centers analyzing labour market in the years 2010-2013.
