Artykuł prezentuje uwarunkowania i wykorzystanie instrumentu demokracji przedstawicielskiej w Unii Europejskiej, jakim jest europejska inicjatywa obywatel-ska. Punktem wyjścia przeprowadzonych rozważań jest przedstawienie prawnych wymogów odnośnie przedłożenia inicjatywy, jednak zasadnicza część odnosi się do zaprezentowania praktyki w tym zakresie i próby oceny czynników, które bezpośrednio wpływają na efektywność wykorzystania tego instrumentu prawnego. W tym kontekście postawiono tezę, że obecne regulacje prawne nie dają obywatelom możliwości realnego oddziaływania na Komisję Europejską w zakresie przedłożenia wniosku legislacyjnego, a mobilizacja i aktywność obywateli Unii Europejskiej nie są efektywnie wykorzystywane.

The article presents the conditions and use of the representative democracy instrument in the European Union, which is the European Citizens' Initiative. The starting point of the considerations is the presentation of legal requirements regarding the submission of the initiative, but the main part refers to the presentation of the practice in this respect and attempts to assess factors that directly affect the effectiveness of using this legal instrument. In this context, a thesis was put forward that the current legal regulations do not give citizens the possibility of real impact on the European Commission in submitting a legislative proposal, and the mobilization and activity of European Union citizens are not effectively used.
