Warta is a small town populated by 3354 residents. It is located in the western part of Lodz region. The town is also a seat of Warta rural-urban commune. The main aim of a article is to examine the impact of commune infrastructure investment from 2004 on spatial development of this town. The commune investments was recognized as technical instruments to stimulate sustainable development, know as a integrated order. The study involved all the commune investments carried out in the town and their impact on improvement of environment, quality of life and business conditions. Another aspects of the study was to examine of cohesion of those investments with the main priorities set out in commune strategic documents. The result of the study is determination of usefulness and effectiveness of investments made by local authorities.

At present practically every town and village aims at finding a good idea for its socio-economic development. They are mostly geared towards supporting local traditions and customs, preserving the character of the town and region they are located in. Local food and products are promoted, and unique historical buildings and natural features put on display. Other towns and villages eagerly acquire completely different development policy. A new idea is usually something utterly surprising in these towns, and often unfamiliar in the region. It does no longer support local tradition nor serves its development, yet attracts many tourists and provides economic profits.
