One of the challenges contemporary economies face is to ensure a sufficient supply of optimal quality water for different user needs while at the same time preserving the principles of ecosystem protection. Poland deals with a significant developmental and civil challenge in this area, mainly due to previous negligence in sewage management. When it joined the European Union, Poland assumed certain obligations in this area resulting from the implementation of the so-called Sewage Sludge Directive and the Water Framework Directive. At the same time, the EU budget designated financial resources to facilitate quicker achievement of the appropriate objectives. It is therefore revealing to track changes in the area of water and sewage management, especially those involving the share of funds from abroad and budgetary commitments of individual municipalities used to co-finance these as well as changes in the regional provision of the relevant infrastructure. Accordingly, the aim of the paper is to analyse investment expenditure in the area of water and sewage management in Poland by region with a special focus on changes in selected sources of financing, especially funds originating from abroad and from municipality budgets.
Research background: The European Union currently provides financial support to the Member States through various financial tools from European Structural and Investment Funds 2014-2020, and previously from the EU Structural Funds. In both terminologies, the funds represent the main instrument of EU Cohesion Policy to sustain territorial development, to increase competitiveness and to eliminate regional disparities. The overall impact of EU Funds depends on the structure of funding and absorption capacity of the country. Purpose of the article: The efficiency of funding across the EU Member States is a fundamental issue for EU development as a whole. The Author considers deter-mining the efficiency of EU Funds as an issue of high importance, and therefore this paper provides a contribution to the debate on the role of EU Cohesion Policy in the Member States. The paper focuses on territorial effects of relevant EU Funds in programming period 2007-2013 in infrastructure through efficiency analysis. Methods: Efficiency analysis is based on data at the country level, originating from ex-post evaluation of Cohesion Policy programmes 2007-2013 and representing the input and output variables to analyse whether the goal of fostering growth in the target countries have been achieved with the funds provided, and whether or not more resources generated stronger growth effects in transport accessibility. The paper deals with comparative cross-country analysis, descriptive analysis of dataset and multiple-criteria approach of Data Envelopment Analysis (DEA) in the form of output-oriented BCC VRS model of efficiency and output-oriented APM VRS subsequently model of super-efficiency. Findings & Value added: The paper aims to test the factors of two inputs and five outputs, trying to elucidate the differences obtained by the Member States in effective use of the European Regional Development Fund and the Cohesion Fund in the transport sector. The paper determines if the countries have been more efficient in increasing their levels of competitive advantages linked with transport. Preliminary results reveal that most countries with a lower amount of funding achieve higher efficiency, especially countries in a group of so-called 'old EU Member States', i.e. group EU15.
Poland, the Czech Republic and Hungary are the largest beneficiaries among the countries of the so-called great accession. They showed a number of geopolitical and historical similarities, a lower level of development in relation to the EU15, and growing regional disparities. The aim of the article is to assess the effectiveness of implementing cohesion policy funds in these countries with regard to bridging the development gap and disparities between regions. The scope of the analysis covers the programming and management systems of the Structural Funds and the Cohesion Fund in these countries in the periods: 2004–2006, 2007–2013, 2014–2020 and the post-2020 perspective. Changes in the allocation priorities of the EU funds are associated with the centralization of their management systems (especially in Hungary). Limited effects in regional convergence indicate that the main beneficiaries of the cohesion policy are the dynamically developing capital and metropolitan regions, not the least developed ones. Poor representation of the regions’ interests results from a lack of strong public administration and limited financial independence. The basis of the analysis are the programming documents, literature research, and data from Eurostat and the statistical offices of these countries.

Wśród państw tzw. wielkiej akcesji największymi beneficjentami polityki spójności są Polska, Republika Czeska i Węgry. Wykazywały one szereg podobieństw uwarunkowanych geopolitycznie i historycznie, niższy poziom rozwoju w relacji do UE-15 oraz rosnące zróżnicowania regionalne. Celem artykułu jest ocena skuteczności implementacji funduszy polityki spójności w kontekście niwelowania ich luki rozwojowej i zróżnicowań między regionami. Obejmuje on porównanie systemów programowania i zarządzania funduszami strukturalnymi i Funduszem Spójności w tych państwach w latach 2004–2006, 2007–2013 i 2014–2020 oraz perspektywę po 2020 r. Zmiany w priorytetach alokacji unijnych funduszy są związane z centralizacją ich systemów zarządzania (zwłaszcza na Węgrzech). Ograniczone efekty w konwergencji regionalnej wskazują, że głównymi beneficjentami polityki spójności są dynamicznie rozwijające się regiony stołeczne i metropolitalne, nie zaś najsłabiej rozwinięte. Słaba reprezentacja interesów regionów wynika z braku oparcia w silnej administracji publicznej i ograniczonej samodzielności finansowej. Podstawą analizy są dokumenty programowe, badania literaturowe, dane Eurostatu i urzędów statystycznych badanych państw.
In the years 2007-2013 the new member states were subject to much greater assistance from the EU budget than in 2004-2006. The main sources of financing of this aid are the Structural Funds (i.e. ERDF and ESF) and Cohesion Fund. Among the new EU member states the main beneficiary of these funds in the years 2007-2013 will be Poland. Recourses granted from the EU budget will be assign by the EU-12 states for: promotion of business, human resource development, development of transport, environmental protection and territorial development. Given the experience from previous years (i.e. 2004-2006) it can be expected that in 2007-2013 the use of aid funds will contribute to reducing disparities in the level of economic development that divides the EU-12 from the "old" countries.
Do końca roku 2008, zgodnie z zasadą n+2, wdrożono w Polsce projekty w okresie programowania 2004-2006. Warto zatem podjąć próbę oceny prowadzonej w tym czasie polityki spójności i zarazem oszacowania realnego wpływu, jaki miały przekazane fundusze europejskie na rozwój społeczno-gospodarczy. Szczególnie interesujące wydaje się przeprowadzenie takiej analizy na poziomie województw. Do jej przeprowadzenia wykorzystane zostały dwie metody: metoda Perkala oraz analiza taksonomiczna. W wyniku obliczeń udało się obronić tezę o dodatniej zależności pomiędzy wartością środków płynących do danego województwa z funduszy europejskich a różnicą w poziomie rozwoju w latach 2004 i 2008.

The end of 2008, according to the n+2 rule, ended in Poland the implementation of projects in the programming period 2004-2006. This is time to assess the cohesion policy and also estimate the real impact of European funds for socio-economic development. Particularly interesting seems to be conducting such an analysis at the level of voivodeships. To carry it out two methods were used: Perkal method and taxonomic analysis. As a result of the calculations defended the thesis of the positive relation between the value of funds flowing into the region from European funds and the difference in levels of development between 2004 and 2008.
W latach 2004-2013 Polska uzyskała pomoc z budżetu ogólnego UE w wysokości 92,5 mld euro. Wykorzystanie tych środków spowodowało szereg pozytywnych zmian zarówno w sferze gospodarczej, jak i społecznej, w tym m.in. przyspieszenie tempa wzrostu PKB. W latach 2004-2013 wpływ na tempo wzrostu gospodarczego w Polsce miało zwiększenie krajowego popytu konsumpcyjnego, dynamiki inwestycji, eksportu oraz wydajności pracy. W wyniku przyspieszenia tempa wzrostu gospodarczego nastąpiła poprawa poziomu życia ludności. Świadczy o tym zwiększenie PKB w przeliczeniu na jednego mieszkańca z 10,9 tys. euro w 2004 roku do 17,5 tys. euro w 2013 roku. Grupą społeczną, która skorzystała najwięcej na integracji z Unią Europejską są polscy rolnicy. W ciągu ostatnich 10-ciu lat ich nominalne dochody podwoiły się. W latach 2004-2013 wzrósł również udział polskiego PKB, w przeliczeniu na jednego mieszkańca, w średniej unijnej z 51% w 2004 roku do 68% w 2013 roku. Liczby te wskazują, że dzięki środkom z funduszy europejskich nastąpiło zmniejszenie dystansu w poziomie rozwoju pomiędzy Polską a krajami UE-27.

From 2004 to 2013 Poland received aid from the European Community budget totalling 92,5 billion euro. Utilization of these funds brought about several positive changes, both in the economic and in the social spheres, including, among others, a marked increase in the growth rate of the GDP. In the period 2004-2013 the economic growth rate was influenced/increased by rising domestic consumer demand, growing investments and export, as well as by improving labour productivity. As a result of accelerated economic growth, the standard of living of the populace has improved. This is attested by the growth of the GDP per capita in Poland from 10 900 euros in 2004 to 17 500 euros in 2013. The social group which benefited the most from the integration of Poland with the EU are the Polish farmers. During the last ten years their real income increased by 64,3%. Moreover, from 2004 to 2013 the GDP per capita in Poland grew from 51% to 68% of the EU average. Based on the data presented in the paper it can be concluded that the distance between development levels of Poland and the EU-27 countries has been substantially reduced.
W opracowaniu przeanalizowano wpływ funduszy unijnych na rozwój regionalny w Polsce. Jego pierwsza część dotyczy polityki regionalnej i funduszy unijnych oraz ich rosnącej roli w budżecie unijnym. Następnie opisano proces dostosowania polskiej polityki regionalnej do wymogów przed i poakcesyjnych. Przedstawiono również efekty wykorzystania funduszy unijnych w rozwoju regionalnym Polski. Podkreślona została rola lokalnych czynników politycznych, ekonomicznych i instytucjonalnych, które mają największy wpływ na politykę regionalną. Fundusze unijne miały pełnić rolę narzędzia ułatwiającego realizację zaplanowanych programów operacyjnych, których celem był stabilny rozwój gospodarczy oraz zmniejszenie dywergencji między regionami.

This study analyzed the impact of EU funds on regional development in Poland. The first part of the paper concerns regional and EU funds and their growing role in the EU budget. Next it describes the process of adapting Polish regional policy to the requirements of pre-accession and post-accession. It also presents the effects of the utilization of EU funds on Polish regional development. The study emphasizes the role of local political, economic and institutional issues with the largest impact on the regional policy. The EU funds were intended asa tool to facilitate the implementation of planned operational programs, which aimed to stabilize economic growth and reduce divergence between regions.
