Analiza determinat konkurencji fiskalnej w zakresie wydatków lokalnych

Przedmiotem opracowania jest analiza determinant wpływających na konkurencję fiskalną w kontekście poprawy dobrobytu społeczności lokalnej oraz atrakcyjności inwestycyjnej. Zależność między terytorialną alokacją dobrobytu społecznego oraz wykorzystaniem instrumentów fiskalnych wymaga rozważenia trzech kwestii. Po pierwsze, niezbędne stanie się ustalenie społecznych i gospodarczych czynników skłaniających władze lokalne do konkurencji fiskalnej oraz weryfikacja kryteriów politycznych i uwarunkowań prawnych zdolności władz lokalnych do konkurencji. Po drugie, konieczna jest ocena wydatków samorządów jako zmiennej polityki władz lokalnych biorących udział w konkurencji fiskalnej. Po trzecie, działania władz lokalnych w konfrontacji z decyzjami władz centralnych w wymiarze ekonomicznym wymagają ustalenia zarówno założeń, jak i narzędzi służących efektywności wydatków publicznych.

The paper analyses the determinants of fiscal competition, and their impact on the attractiveness of investment. The crucial problem is the influence of local public expenditures (as instrument for fiscal competition) and private investment on territorial allocation of welfare. The interdependence between providing local public goods and the efficiency of fiscal competition influences the discussion of three issues. The first one, it is crucial to indicate both socio-economic and political as well as legal criteria of fiscal competition. The paper distinguish a propensity of local governments to compete form a capacity for compete. The propensity to fiscal competition depends on attributes of local society and local economy. Legal regulations provided by central government as well as political frameworks determine the capacity of local governments to compete. The second issue takes into consideration evaluation of local expenditures as means of fiscal competition. The last one comes from local government spending, in details the measurement of its efficiency.
