W literaturze przedmiotu można znaleźć wiele charakterystyk jakości zasobów ludzkich. Wśród nich można wymienić m.in. indeks kreatywności, zaproponowany przez R. Floridy. Proponuje się, aby ocenę zasobów ludzkich analizować od strony jej kreatywności. Najczęściej kapitał ten mierzony jest, dla jednostki administracyjnej, jako udział osób z wykształceniem, co najmniej licencjata wśród osób w wieku 25-64 lata. W artykule zaproponowano inne podejście. Do oceny tego potencjalnego zasobu zaliczono również, takie charakterystyki jednostki jak: płeć, wiek i gęstość zaludnienia na danym obszarze. W artykule przedstawiono analizę porównawczą potencjalnego kapitału kreatywnego w wybranych miastach Polski.

In literature we can found many various characteristics of the evaluation of the quality of human resources. Among others, there is the index of creativity of R. Florida. One of the components of this measure relates to the talent of human resources. Most often this characterization we can count as a share of persons with at least a bachelor among persons aged 25-64 years. The article offers a slightly different approach. In addition, the inclusion of such characteristics as sex, age and density of population and in respect of the entire population. Benchmarking for designated measurement will be conducted for selected cities in Poland.
