Przedmiotem artykułu jest analiza możliwości realizacji potrzeb mieszkaniowych gospodarstw domowych ze względu na dochód rozporządzalny oraz przynależność do grupy społeczno-ekonomicznej. Wskazane zostaną luki w podaży mieszkań dla gospodarstw domowych, które osiągają za wysokie dochody, aby otrzymać lokal komunalny, lecz za niskie, aby nająć mieszkanie na prywatnym rynku. Zaproponowane zostaną nowe formy wsparcia w ramach polityki mieszkaniowej. W miastach wojewódzkich optymalnym sposobem pomocy wykluczonym z rynku nieruchomości gospodarstwom domowym o niższych dochodach byłoby obniżenie kosztów najmu poprzez dopłaty do czynszów najmu.

Analysis of the possibility of the realization of housing needs of households is a subject of the article on account of the disposable income and the membership to a social and economic group. Gaps in the supply of flats will be indicated for households which are drawing too high incomes in order to receive council flat, but too low in order to rent a flat on the private market. New forms of supporting the housing policy in frames will be suggested. In province capitals with optimal manner of the help to households excluded from the marketplace of the real estate about lower incomes would be reduction of costs of the lease through extra charges for rents of the lease.
