Model finansowania samorządu terytorialnego w Polsce

Celem artykułu jest określenie – na podstawie danych empirycznych – istniejącego w Polsce modelu finansowania samorządu terytorialnego. Przed jego identyfikacją scharakteryzowano od strony teoretycznej istniejące modele, nawiązując jednocześnie do jednego z podziałów systemu samorządu terytorialnego. Następnie opisano najważniejsze własności modelu zdecentralizowanego, mieszanego i scentralizowanego. W badaniach empirycznych posłużono się podstawową cechą różniącą wymienione modele, którą jest udział dochodów własnych w ujęciu wąskim (sensu stricto) w dochodach ogółem. Na podstawie wielkości wskaźnika uzyskanego z 5 lat (2012-2016) stwierdzono, że w powiatach i województwach występuje model scentralizowany, a w gminach mieszany. Liczba i łączna wielkość budżetów tych ostatnich przesądza o tym, że model mieszany jest charakterystyczny także dla całego podsektora samorządowego w Polsce.

The article analyzes local government financing model existing in Poland. Before its definition, the existing models were characterized from the theoretical point of view, at the same time referring to one of the divisions of the local government system. Next, the most important properties of the decentralized, mixed and centralized model were described. In empirical research, the basic feature that differentiates the aforementioned models (which is the share of stricto sense own revenues in total revenues) was used. On the basis of the size of the obtained indicator, it was found that in poviats (districts) and voivodships (provinces) there is a centralized model and mixed in communes. The number and total size of the budgets of the latter determines that the mixed model is characteristic for the entire local government sub-sector in Poland.
