Historycznie ukształtowana regulacja rynku pracy związana jest z jego infrastrukturą organizacyjno-prawną, tzn. przepisami dotyczącymi płac, czasu pracy i ochrony stosunku pracy. W opinii zwolenników deregulacji utrudnia ona elastyczne dostosowywanie się do rozmiarów zatrudnienia w zależności od zaistniałej sytuacji gospodarczej, powodując wzrost bezrobocia strukturalnego i wzrost kosztów pracy. Deregulacja rynku pracy związana jest z rozluźnieniem istniejących ograniczeń ustawowych norm w zakresie stosunków pracy, czasu pracy, płac, realizowaną polityką zatrudnienia w przedsiębiorstwach. Celem niniejszego opracowania jest zbadanie, w jaki sposób deregulacja polskiego rynku pracy po roku 2004 wpłynęła na zmiany w poziomie i formach zatrudnienia w gospodarce narodowej.

Historically shaped labour market regulation is determined by its administrative and legal infrastructure – regulations on wages, working time and protection of employment. Supporters of labour market deregulation, however, consider this structure to hinder market’s elastic adjustment to the level of employment in the prevailing economic situation, causing structural unemployment and labour costs to increase. Labour market deregulation involves loosening of the existing statutory standards for the course of employment, working time, wages and employment policy. In light of these developments, this study aims to investigate the effect of Polish labour market deregulation after 2004 on the level and form of employment in the national economy.

Efektywne wykorzystanie zasobów ludzkich stanowi jeden z głównych czynników wzrostu gospodarczego. Aby zapewnić i utrzymać trwały wzrost gospodar¬czy, konieczne jest podjęcie działań w kierunku większej aktywizacji zasobów pracy, jak i uelastycznienia rynku pracy (poprzez deregulację), przy zachowaniu bezpieczeństwa socjalnego (w drodze regulacji). Celem artykułu jest zaprezentowanie wybranych działań państwa w zakresie regu¬lacji i deregulacji rynku pracy w Polsce oraz ich roli w kontekście wzrostu gospodarczego. Autorka zwraca szczególną uwagę na proces uelastycznienia rynku pracy oraz aktywizacji osób starszych.

Effective management of human resources is one of the main factors of the economic growth. To ensure sustainable economic growth, it is necessary to take action towards the greater activation of labour resources, greater labour market flexibility, with the protection of the social security. The aim of this article is to present selected activities of the State in the field of re¬gulation and deregulation of the labour market in Poland in the context of economic growth. The author accents the problem of labour market flexibility and the activation of elderly people.
