Celem artykułu była próba odpowiedzi na pytanie, jakie problemy mogą pojawiać się podczas wdrażania systemu EMAS w przedsiębiorstwach implementujących system z uwzględnieniem najnowszych jego wymagań, wprowadzonych Rozporządzeniem Komisji (UE) 2017/1505 z 28 sierpnia 2017. W pierwszej części przedstawiono procedurę wdrażania systemu EMAS, co stanowi punkt wyjścia do zrozumienia problemów związanych z implementacją systemu. Następnie przedstawiono bariery związane z wdrażaniem systemu EMAS, najczęściej wskazywane przez organizacje z różnych krajów europejskich, wyłonione przez autorkę na podstawie analizy badań literaturowych. W dalszej części przedstawiono wyniki badań empirycznych przeprowadzonych w 2015 r. wśród polskich przedsiębiorstw zarejestrowanych w systemie EMAS. Stwierdzono, że podczas implementacji systemu EMAS mogą pojawiać się problemy związane z przeprowadzeniem wstępnego przeglądu środowiskowego oraz identyfikacji przepisów prawnych i aspektów środowiskowych.

The aim of the article is to try to answer the question what problems may arise during the implementation of the EMAS system in enterprises implementing the system, including the latest requirements, introduced by the Commission Regulation (EU) 2017/1505 of 28 August 2017. The first part of the article presents the procedure of implementing the EMAS system, including the changes introduced by the Commission Regulation (EU) 2017/1505, which in the author’s opinion is the starting point necessary to understand and discuss problems related to the implementation of the system. Then, the barriers related to the implementation of the EMAS system and indicated by organizations from different European countries that were selected by the author basing on the analysis of available literature research, are presented. Furthermore, the results of empirical research conducted by the author in 2015 among Polish enterprises registered under EMAS are shown.
